TERMS OF REFERENCE
Position: Senior Human Resources and Admin Officer
Location: Gaziantep, Turkey
Duration: 6 months, renewal contingent on funding
Reports to: Human Resources & Admin Manager

Position Summary:
The Senior Human Resources Officer is responsible for properly and efficiently implement day to day HR functions and activities in accordance to HR Policies and Procedures under the direct supervision of the Human Resources Manager.
Position Duties and Responsibilities:
- Recruitment
· Ensure pre-employment requirements are submitted (including Recruiting Requisition Form (RRF)) and personnel file with documentation according to HR checklist is opened for new staff on a timely basis.
· Prepare ToR, in collaboration with the hiring manager and HR Manager.
· Participate in the recruitment process of assistant and officer positions.
· Participate in the shortlisting and interviewing of candidates.
· Lead the creation of a database of candidates for current and future positions.
· Obtain professional references of pre-selected candidates.
· With the information provided by the Hiring Manager and the HR & Admin Manager, prepare offer letters to selected candidates of assistant and officer positions.
· Lead HR Orientations for national staff, ensure that all newcomers have undergone orientation and have participated in the 1st, 2nd and 4th week of orientation.
· Design, together with the HR Manager a system for talent attraction and retention, taking into account the benefits package as well as developing tools within the mass media and links with the Turkish universities and professional organizations.
- Compensation and benefits
· Preparation of the Turkish payroll, by the follow up of leave records, PAFs/CAFs, SGK declarations/cancellations, exits, advance requests, etc.
· Coordination and share of all needed documentation (such as leave records, PAFs, SGK, etc.) with the Finance Department for duly preparation of monthly payroll.
· Ensure that the HR Assistant properly and accurately tracks leave requests, and share monthly balances at the beginning of the month with all line managers.
· Prepare, verify and update a tracker with all evaluations (RI Excel) to be done and send the updated information around the 20th of each month to GSO with a clear follow up of the modifications.
- Employee Relations
· Under the supervision of the HR Manager, ensure the timely processing of new contract, contract extension, staff transfer, promotions and other change of status.
· The HR Coordinator, together with the HR Manager, will proactively ensure the improvement of systems and policies, whenever needed.
- Training
· Provide access to all newcomers to the RI Academy and ensure that the 1st week online orientation package (including security trainings) has been completed.
· Cooperate with the HR Manager and the RI’s Training Director to track training attendance by all RI staff.
· Create, under the supervision of the HR Manager, a joint document covering RI Excel training goals and RI Academy.
· Collaborate with the line managers and HR Manager in the identification of available trainings and follow up of attendance records.
· Lead, with the support of the HR Manager and the RI’s Training Director, in the preparation of in-house trainings/workshops/sessions.
· Participate, with the support of the HR Manager and the RI’s Training Director, in the design of personnel development plans.
- Talent attraction and retention
· Elaborate in coordination with the HR Manager a talent attraction and retention (including mass media tools) for staff in Syria.
- Translation of documentation
· Assist the HR Manager with the translation of any HR documents.
Qualifications & Requirements:
· At least 3 years of HR experience at officer level
· University degree on social studies. Any HR previous training will be an asset.
· Experience in an INGO is highly valuable.
· Demonstrated experience in implementing HR policies, procedures and systems.
· Demonstrated understanding of the Turkish Labour Law.
· Excellent command of spoken and written English and Arabic, Turkish will be valuable.
· Demonstrated excellent computer literacy (Excel, word, internet).
· Experience of organizing large scale recruitment.
· Ability to prioritize and deal with competing demands.
· Excellent organizational, interpersonal and communication skills.
· This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.
· A team builder with excellent people skills; culturally sensitive and has the ability and interest to identify and work with a multicultural team.
