Context:

Under the overall supervision of Senior Programme Coordinator (Refugee Response), and direct and technical supervision of the Protection and Resilience Officer based in Gaziantep, the successful candidate will be responsible for providing technical support for the coordination and implementation of the Protection and Resilience Unit’s project portfolio. This includes activities related to specialized case management, community based Mental Health and Psychosocial Support (MHPSS), Counter Trafficking (CT), Legal Information, School Transportation, and IOM’s support to Municipal Migrant and Community Centres, and assisting the Protection and Resilience Officer with reporting and budgeting.

Core Functions / Responsibilities:

  1. Assist the Protection and Resilience Officer in managing and monitoring the implementation of the International Organization for Migration’s (IOM) Protection and Resilience project activities, workplans, and budgets.

  2. Provide technical inputs for guidelines and Standard Operating Procedures (SOPs) for IOM’s Protection and Resilience Programming and regularly draft updates to guidelines according to lessons learned, feedback from the relevant working groups, Protection and Resilience teams, and global standards.

  3. Provide technical support to project teams, including case management, Psychosocial Mobile, and Migrant and Community Centres, checking that implementation is in line with Country Office (CO) and global best practices and frameworks.

  4. Coordinate the Protection and Resilience Unit’s efforts to conduct regular protection risk analyses and internal protection monitoring to further inform the Refugee Response programming in Turkey.

  5. Draft concept notes and provide support for proposal development, with relevant teams and units, as well as for regular internal and external project and visibility reports that promote the work of the unit and expand operations in new geographic and thematic areas.

  6. Liaise with donors and other United Nations (UN) agencies and International Non-Governmental Organization (I/NGO) partners, and national and local authorities as required, and participate in relevant Working Groups in close coordination with the Protection and Resilience Officer and Senior Programme Coordinator (Refugee Response).

  7. Participate in assessing training needs on related programmatic issues and need for capacity building among IOM field staff, implementing partners and other stakeholders and provide training as necessary.

  8. Assist in strengthening protection mainstreaming efforts across IOM’s Refugee Response programming including in related assessments, methodologies, and non-protection related activities. Regularly review project tools and update and amend as required (including selection criteria, assessment tools, distribution methodologies etc).

  9. Facilitate the integration and consideration of protection mainstreaming standards on gender and Gender-based Violence (GBV) risk mitigation, age (children, youth, the elderly), disability, and other groups across IOM Refugee Response programmes.

  10. Undertake frequent travel duties as required.

  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Psychology, Public Health, Social Sciences, International Relations, Human Rights Law or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in the field of migration, IDP and refugee assistance, MHPSS, and protection(including specific knowledge of GBV, and Child Protection);

• Experience in emergency operations and liaison with other UN and non-UN humanitarian actors, direct experience working with affected populations (including children, persons with disabilities etc);

• Experience and understanding of complex social-political environments;

• Experience and knowledge of the Syrian conflict in Turkey and its impact on the affected populations. Working experience in the region is an asset;

• Experience in project management and coordination.

Skills

• Ability to formulate relevant programmatic inputs.

• Ability to work quickly and accurately and pay attention to detail.

• Willingness to assist efficiently in a very busy project environment.

• Excellent writing skills with the ability to analyses complex problems and identify and convey clear, rapid solutions.

• Effective resource management skills.

• Proven general analytical skills.

• In depth knowledge of the broad range of migration related subject areas dealt with by the Organization.

• Knowledge of UN and bilateral donor programming.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
