Job Purpose
The Humanitarian Access Manager oversee and implement access protocols for a specific area of operations for an ACTED Mission. He/she reports directly to the Senior Area Coordinator. He/she is responsible for, managing access and field negotiations.
Objectives
Ensure that ACTED has the required access in its operational areas through coordination with relevant stakeholders and getting required permissions and follow up throughout the different phases of project implementation. **
This role will be based in ACTED office in Adana and will be supervising ACTED NWS/Idlib Field HAM, who is based in Qah and moving among ACTED three offices in Idlib. **
The two roles are completing each other. While Idlib Field HAM will be ACTED main focal point in communication with stakeholders at the field level in his respective operational area, ACTED NWS/Idlib HAM, based in Adana, will be the link between the field team and capital team, and will be doing frequent missions to the field to ensure that access protocols are well implemented. **
Duties & Responsibilities
- Movements and Access Management
1.1 Support on Security Clearances review and approval
1.2 Define key questions information we are looking at during Access mission.
1.3 Fill out the Access Mission report.
1.4 Perform Road conditions assessments.
1.5 Facilitating conversations with Sr.AC,ACs/PMs around program implementation plans, planned areas of intervention. Scheduling missions in accordance with the priorities of programs, while collaborating with Field based PRs and CSM the security environment.
2. Liaison Management
2.1 Day to day permissions process
2.1.1 Support to coordinate with all teams daily for their upcoming activities in order to prepare authorisations.
2.1.2 Ensure the request of daily permissions for field work (activities, vehicles) are done timely.
2.1.3 Support on direct interaction with all relevant authorities for permissions.
2.1.4 Support the liaison team on the dedicated liaison work around REACH permissions.
2.1.5 Support on the signature of MoUs with relevant stakeholders.
2.1.6 Ensure that all teams have the relevant permissions for daily movements before departure.
2.1.7 Ensure authorisations for posting of ACTED RFQs and Tender documentation are obtained timely.
2.2 Authorities engagement
2.2.1 Lead regular meeting with authorities to update on projects and strategic discussions.
2.2.2 Ensure troubleshooting meetings in case of issues faced in the field.
2.2.3 Support on consolidation of monthly area report for authorities (when relevant).
2.2.4 review and approve communication to Local Authorities.
2.2.5 Attend the weekly coordination or ad hoc meetings with Local Authorities.
QUALIFICATIONS
Bachelor’s Degree in humanitarian studies, public relationships, or related field
Minimum 4 years of progressive experience leading teams in a humanitarian context for lNGDs, UN agencies, or at similar position.
Minimum of 2 year of technical experience in same position and same context.
Networking / High negotiation skills.
Communication skills - advanced level
Leadership / Accountability / Analytical thinking
Experience with Microsoft Word and Excel required
Strong command of Arabic and English language skills, Turkish will be preferable
