General Description of the Organization:

Orange is a non-governmental civil society organization devoted to alleviating the suffering and improving the sustainability mechanisms of conflict-affected population.

Orange partners directly with affected Syrian populations delivering humanitarian and development programs, Livelihood, Education, and Protection, to enable them to improve their living practices and their sustainability mechanisms.
Orange also collaborates with national and international non-governmental organizations, local initiatives responding to the humanitarian Syrian crisis with capacity development programs, to be better equipped with the skills they need to prepare and respond to affected population’s needs and to ensure that these communities where we work in are ready for any future disasters.

Job purpose:

Orange’s livelihoods programming aims to build the capacities and assets of vulnerable Syrian and host community individuals to enhance their social and economic self-reliance. Program activities include; counseling, provision of transferrable skills, referral to vocational skills training, job referrals and/or provision of home-based small business grants.

The Fınance Officer will be assisting the Finance Manager to ensure financial compliance with the livelihood project donor’s rules and regulation, as well as with Turkish legislation and taxation system. The Finance Officer will liaise with bank personnel, relevant Turkish authorities and with Orange Legal Accountant. The Fınance Officer will be working directly with Orange Finance Manager.

Duties, objectives, and competencies:

· Implement Orange financial policies and procedures.

· Prepare the financial transactions and maintain Orange computerized financial operations by using QuickBooks.

· Communicate with Banks to effectively complete all payments, reports, statements.

· Review all procurement documents to ensure adequate and official supporting documents are attached, ensure the accuracy of amounts and proper procedure is followed.

· Prepare payment requests and organize transfer for the payments.

· Prepare Journal entries and record all transactions in the QuickBooks.

· Filing all entries and insure that all required supporting documents are attached to each entry.

· Prepare banks reconciliations on weekly basis.

· Provide assistance to staff on processes and documents for: travel, advance, expense claims, document retrieval, etc. Overseeing requests for advances/reimbursements..etc.

· Work closely with HR and in payroll preparation, ensure the correct and timely registration of Orange employees in the SGK system and ensure accurate calculation of taxes and social security premiums.

· Work closely with Orange and ensure the accuracy of the organization official bookkeeping related to all the payments done in Turkey, ensure all transactions are registered in accurate and correct manner.

· Liaise with Orange’s Legal Accountant and ensure all Orange personnel data is registered correctly to the relevant authorities.

· Ensure all taxes schedules are paid on timely manner.

· Any other assignments as required.

Requirements:

· University Degree in accounting, finance, economics, business management or a related field.

· Knowledge of accepted accounting practices and principles.

· A minimum of one year of professional experience in accounting and financial management.

· Proven ability and experience in dealing with Turkish payroll and taxation system.

· Past work with local NGOs and/or international donor funded programs preferred.

· Prior experience with European funded programs preferred.

· High analytical and reporting skills.

· Team player with excellent planning skills

· Excellent command of Excel and other database applications.

· Working knowledge of Quickbooks accounting software is preferred.

· Excellent diplomatic and interpersonal skills.

· Ability to produce solutions to complex problems.

· Team management skills.

· Excellent verbal, and written communication skills.

· Culture sensitivity and excellent understanding of cross-culture working environment.

· Ability to work effectively in a fast-paced, stressful environment.

· Flexible and willing to perform other duties and work irregular hours.

· Fluency in English and Turkish.
