Regional Finance Officer

Main Tasks and Responsibilities:

The responsibilities and tasks include, but are not limited to:

  • Monitor and conducts frequent country field financial staff training needs and coordinate the design and implementation of the appropriate training programs in consultation with the RFM.
  • Regularly review and assess country compliance with donor and SPARK financial policies and procedures.
  • Work closely with Program Managers for programme extensions and budget revision, based on RFM requests.
  • Replacement of the RFM in his/her absence based on the request of the Finance Director.
  • Prepares Budget Versus Spending based on RFM request.
  • Provides analysis so as to advise the RFM on the financial position of the region at any time including alerting other regional personnel about the issues as they arise;
  • Ensure the maintenance of accurate records of financial transactions of the response office and other field sites in order to monitor the financial status of all project activities
  • Under the supervision of the Regional Procurement Manager, work closely with the countries team for any upcoming procurement.
  • Upon request of RFM and Project leads, Participates in donor meetings.
  • Arrange to Kick off meetings with local implementing partners after signing agreements.
  • Review financial reports and supporting documents of our implementing partners on monthly basis and following up with all FAOs in the region for balance confirmation with implementing partners on a quarterly basis.
  • Review all potential implementing partners’ proposals (mainly budgets) and be part of any selection committee for partner selection.
  • Assist in preparation for the SPARK audit, including preparing assigned audit scheduled and gathering other information as needed.
  • Follow up, review, and checks with FAOs in the region regarding, cash and bank transaction, reconciliation, and ensure proper filling of the documents by the 10th of the next month.
  • Other tasks based on RFM requests.

Requirements and Skills

  • BA in Finance/Accounting or Business, or a professional accounting qualification from an internationally recognized institute of accountancy;
  • Background in education desirable.
  • 5 years of experience in general in Finance and accounting, but at least 2 Years of Experience in financial management and project management, especially in drawing up activity budgets and reporting to donors.
  • Knowledge of audit tracking, accounting and budgetary procedures and techniques, procurement of goods and services.
  • Excellent verbal and written language skills in English (Arabic is a plus).
  • Organizational skills and the ability to work independently;
  • Ability to work under pressure and to travel;
  • Proactively solving problems;
  • High energy, pro-active and service-minded;
  • Turkish nationality only;
  • Hands-on attitude and willing to help out flexibly if required.
