Background IM Swedish Development Partner:
IM Swedish Development Partner (IM) is a Swedish NGO committed to empowering civil society, catalyzing profound societal change towards equality and democracy as a feminist and anti-racist change agent. We base our work on a rights-based approach and we work with Social Inclusion, Economic Inclusion, Strengthening Civil Society and Enabling Space for Civil Society.
IM sees and reacts to injustice in the world. Our primary mission is to fight poverty and exclusion and contribute to lasting change for individuals in particularly vulnerable situations. We do this through social and economic inclusion and by giving the right holders the opportunity to raise their voices. We believe a strong civil presence is the key for a democratic society. All interventions are implemented in close collaboration with local partner organizations through project, program, and core support. IM has been working in the Middle East since the late 1960s. At present IM Middle East works with partners in Palestine, Jordan and Lebanon targeting women and youth.
Rationale and purpose:
IM’s partners have identified their need to enhance their capacities in Advocacy utilizing various non-traditional Advocacy methods for creating institutional societal change.
IM perceives capacity development as a Mutual Learning process and promotes the use of non-traditional tools for this purpose.
The Advocacy capacity building intervention will equip participants with skills and knowledge to enhance their understanding of advocacy, and the process of developing an advocacy strategy, providing them with the suitable tools on how to implement it and assess its impact.
3. Objectives:
The overall objective for this intervention is to facilitate the Mutual Learning between partner organisations (including civil society organisations and coalitions) and enhance their capacities and equip them with Advocacy, Lobbying and Policy analysis skills to influence powerful stakeholders and policy processes and scale up the impact of their efforts for creating institutional societal change.**
The Advocacy capacity building intervention aims at enabling IM partners to:
· Increase their knowledge with the stages of the advocacy planning cycle and be better equipped to develop an advocacy strategy
· Increase their capacity to analyze the external environment and policy processes and identify appropriate ‘levels of influence’
· Develop a simple theory of change for achieving the change being sought
· Be aware of power dynamics and the role it plays in achieving advocacy success
· Have explored some traditional and nontraditional Advocacy tools
· Have reviewed appropriate tools and methods for monitoring and evaluating Advocacy
Deliverables:
Pre- and post-assessment for each organization
A comprehensive training module based on the needs/gaps
Soft copy material to be shared with partner organizations
Online or offline exercises for the training session (depending on consultant’s location and/or circumstances)
Coaching for each partner organization depending on their needs and gaps, followed by coaching report that includes recommendations per partner
A training and coaching report, documenting the whole intervention, with key and actionable recommendations (reporting to IM)
4. Date and location:
The Advocacy capacity building intervention will be conducted during July-September 2021 with the following steps and guidelines:
The training for all IM partners will be no later than August 15, 2021 for a minimum of one day (depending on consultant’s training approach). The training can either be online or offline depending on consultant’s location and the circumstances.
Individual coaching sessions for each partner will be carried out after the training and should be concluded before September 9, 2021, with a maximum of two coaching sessions per partner. The coaching can either be online or offline depending on consultant’s location, circumstances, and/or agreement with each partner.
5. Participants:
Participants will be a maximum of 18 persons from 9 organizations for the training session, and a maximum of 9 partner organizations in Palestine for the individual coaching sessions.
Number will be confirmed before signing the agreement.
6. Consultant Required Skills and Experience
- Minimum of 5 years’ experience in the field of Advocacy.
- Experience in organizing and facilitating online and offline trainings, familiarity on using online facilitation tools (zoom, teams, miro, etc.)
- Proven experience in Theory of Change, Advocacy Strategy, Advocacy tools, Policy processes, Power dynamics, M&E for Advocacy.
- Experience in participatory training and learning techniques.
- Experience in coaching.
- Experience in program and project development within the development sector.
- Proven ability of planning and managing training programs in related issues and skills (social inclusion, shrinking civic spaces, legal framework of civil society organizations, women’s rights, etc.)
- The applicant can either be an individual or a company form the middle east.
