General Description of the Programme:
GOAL is an international emergency and development NGO dedicated to alleviating the suffering of the poorest and most vulnerable. GOAL was established in 1977 and is currently operational in 13 countries world-wide. GOAL has been working in northern Syria since 2013, responding to the acute needs of conflict-affected communities both through direct implementation and through partners, delivering food, non-food programming, water, sanitation and hygiene (WASH) services. GOAL has been contributing to the urban refugee responses in Turkey since 2016 with a focus on enabling access to health service and the protection services for vulnerable and marginalized asylum seekers in Turkey.
Overview of the Link Program
GOAL seeks a Procurement Assistant to work for its ECHO funded LINK and PRM funded GREEN programs, respectively. The PRM funded Green program is implemented in Mersin, Hatay and Adana provinces. Whilst the ECHO funded LINK is implemented in Mersin, Adana, Gaziantep and Şanlıurfa.
ECHO funded LINK program aims at connecting refugees with nomadic / semi-nomadic backgrounds and those engaged in seasonal agricultural works residing in temporary tented settlements to available state and non-state services using protection outreach, advocacy, and Individual Protection Assistance (IPA) approaches. LINK has been designed to address and mitigate protection concerns of the vulnerable/marginalized refugees through provision of critical information and raising their awareness on their rights, obligations and services available in Turkey, by sensitization/advocacy (targeting key stakeholders and service providers, etc.) activities and Individual Protection Assistance (IPA) services to enable the most vulnerable refugees to access to basic, social and protective services available under the provisions of Temporary and International Protection regulations in Turkey.
On the other hand, Green program aims to improve socioeconomic inclusion, resilience and self-sufficiency of highly vulnerable/excluded women and girls from host and refugee communities (Syrians as well as those living in program locations under international protection regulation) including nomadic communities and seasonal agriculture workers from both communities through integrated, complementary and market driven livelihood opportunities and protection activities, including language and vocational skills training on greenhouse production, agriculture, and life skills; case management (CM)/coaching services, establishment of cooperative, protection outreach, information provision and awareness raising; and provision of special needs and individual protection assistance services.
Job purpose:
To support the effective operation of the GOAL Turkey Systems Department by assisting with timely and efficient local and regional procurement for Turkey programme activities, in accordance with GOAL Procurement policies and procedures and relevant donor requirements and in the spirit of obtaining best Value for Money (VFM). This position technically supported by Procurement Department, and line managed by Procurement Manager Turkey Program in a matrix structure.
Duties, objectives and competencies:
Procurement Officer is expected to complete the below works in line with the GOAL Logistics/Procurement Manual and Donor requirements
- Process and coordinate local procurement, as delegated by the line manager according to the GOAL Logistics Manual/Procurement Chart procedures;
- Complete procurement cases by following procurement process in compliance with the GOAL Logistics&Procurement Manual and relevant donor requirements;
- Analyse the specification of the supplies, works or services required and source potential, reliable suppliers who can meet this specifications;
- Prepare electronic and hardcopy procurement files for each PR (Purchase Request)) and ensure that all relevant paperwork is filed, original and scanned copies, as per GOAL Logistics/Procurement Manual and internal audit requirements.
- Prepare Enquiry Forms (EF) and Request for Quotation Documents (RFQs) to obtain quotations/bids as per required process ensuring all relevant information is captured from suppliers for valid quotes;
- Prepare Bid Analyses (BA) for review by the line manager and procurement department when necessary, and obtain the necessary signatures for approval from all approvers as per procurement&authorization chart,including budget-holders and finance department;
- Conduct Anti-Terrorist Checks (ATC) for all new suppliers if appointed by the line manager.
- Raise Purchase Orders to place the order with the chosen supplier and follow up the status of the goods, to deliver to the required location, as per the PR
- Ensure that all chosen suppliers are registered on the GOAL Syria Vendor Roster, and update where necessary;
- Complete procurement file paperwork, upload all the documents to relevant places in the Share Point, collect GIDs, and raise Payment Request Forms (PRF) in a timely manner;
- Ensure that Goods In Dockets(GID) are prepared for all deliveries and attached to the procurement file;
- Support the Procurement Department to ensure that the Order Tracking System (OTS) is maintained up to date and updated daily before the close of business
- Conduct local market surveys, collect quotations, and arrange market analysis;
Provide feedback to procurement department on the performance of GOAL suppliers
Send expected payment list to finance and procurement
In case any problem with payments to supplier get in contact with finance and try to solve the problem.
Complete all financial paperwork, obtain the necessary signatures for approval and ensure payment to the supplier is affected;
Regularly conduct critical analysis of all assigned GOAL suppliers based on criteria of reliability, quality and prices of goods offered, terms & conditions, after sales services offered, and warranty guaranteed.
Other Duties:
- This position also requires visiting other offices in other cities related to procurement works.
- Contribute procurement updates to the Turkey Program Systems Weekly Procurement Report;
- Assist with translations for Procurement related documents when required;
- General work in assisting in the overall process and day-to-day duties of the Turkey Program’s Systems function; and
- There can be at times manual handling and lifting needed.
Requirements (essential):
- Turkish citizenship
- At least 2 years of relevant work experience in areas such as procurement, logistics, office/business administration in private or government sectors;
- Ability to understand and implement organizational and donor policies;
- Strong computer skills in Microsoft packages, including Excel, Word, and Outlook (particular emphasis on Excel);
- Ability to manage and prioritise a varied workload in a dynamic work environment;
- A flexible approach to work and willingness to take on extra duties, work additional hours or on weekends as required;
- Excellent attention to detail;
Trustworthy and honest; and
Ability to write, speak and work in English and Turkish without any problem
Requirements (desired):
- Diplomacy and negotiation skills; and
- Basic technical knowledge in an area of Humanitarian Logistics; (e.g. ICT; mechanics; construction; electricity; Water, Sanitation and Hygiene; or other).
- Engineering degree would be not a “must” but desirable
