Turkey: Assistant Financial Controller - Partnerships

General Description of the Programme:

GOAL has been working in Syria since 2012, responding to the acute needs of conflict affected communities. GOAL is working in Idlib Governate, in close coordination with local partners, delivering food, non-food and cash voucher programming to highly vulnerable populations, and has expanded programme sectors to include the provision of Water, Sanitation and Hygiene (WASH) to those most in need.

Jobpurpose:

Based in Antakya, Turkey the Assistant Financial Controller – Partnerships (AFC-P) will support the Financial Controller (FC) in managing GOAL Syria’s Finance Department with specific focus on partner management and compliance with donor and other regulatory requirements. They will work alongside the Assistant Financial Controller – Operations and Assistant Financial Controller – Donors.

DUTIES AND OBJECTIVES

Partner Finance Assessment

· Carry out pre award capacity assessment visits to all partners and produce reports of all findings in line with GOAL Partnership manual.

· Liaise with Partnership co-ordinator to manage issues raised in assessments to closure

Partner Budgeting

· Review partner budgets for project applications for completeness and to ensure they comply with donor rules

· Work with AFC-Donors to ensure timely submission for approval of partner finance budgets to donors

Partner Contract Management

· Liaise with Partnership co-ordinator to ensure that partner contracts contain correct budget information, review terms and conditions relating to finance including payment, donor requirements, and ensure GOAL Dublin finance review in line with GOAL partnership manual

· Monitor and facilitate partner tranche payments with GOAL Dublin finance to ensure timely payment, including making sure that all required supporting evidence accompanies each payment request

Partner Monitoring & Reporting

· With Partnership manager coordinate partner finance monitoring during project implementation, in line with recommended processes per GOAL partnership manual.

· Ensure Partner visit reports are produced and issues raised consolidated onto the partner issues log and supported provided as required to closure.

· Work with partners and AFC-Donors to ensure partner financial reports are received in line with contractual deadlines

· Review partner expenditure reports and ensure all transactions are accurately recorded and t in compliance with Donor and GOAL rules. Any issues raised to partners and placed on the partner issues log, with support provided as required to closure.

Partner Capacity Building

· Develop and deliver finance related capacity building identified in partner organisational capacity assessments and any other partner reports or visits

Partner Audits

· Liaise as needed with partners for donor audits

· Work with partners and the GOAL Partnership co-ordinator to close issues relating to GOAL partner audits and donor audits, providing capacity building and support if required

Other

· Manage Finance officer - Partners

· Provide support and cover as required for Assistant Finance controller-Operations and Assistant Finance Controller - Donors

· Any other duties as may be assigned by the Financial Controller or the Country Director.

REQUIREMENTS

· Qualified Accountant with a minimum of 1 year post qualification experience

· Excellent written and spoken English, with excellent communication and training skills, knowledge of Turkish and/or Arabic would be an desirable

· Experience working in a busy, changing environment

· Experience with management of Partner grants desired

· Strong demonstrable previous experience in budget planning, monitoring and reporting

· Excellent computer skills including proficiency in Microsoft Excel and Word, working knowledge of Sage accounting system would be an advantage

· Evidence of strong commitment to capacity building and mentoring of teams

· Good team player, flexible and capable of working with a multinational country team.
