1. Background
CARE established its Turkey office in February 2013, beginning cross-border programming to address the needs of people affected by the crisis in Syria. In fall 2014, CARE expanded its work, responding to the emergency needs of Syrian refugees in Turkey where, according to UNHCR, at least 3.6 million Syrian refugees are in high concentration in Istanbul and South East Turkey. CARE Turkey response programme is expanding to reach more vulnerable refugees and host community members, and with this, CARE Turkey team is growing ensuring its staff are equipped with the knowledge and management tools that enable them to serve the beneficiaries in the best way possible.
CARE has been implementing a Sport for Development (S4D) Program to work towards improved social cohesion between refugees and host communities by increasing resilience to violence through sports and life-skills particularly for Children. CARE’s Protection Outreach team has been delivered an S4D Training of Trainers (ToT) in order for them to be able to train community coaches (CCs). CCs are young people from the affected communities who are willing to educate children on Child Protection, Gender Equality, and Resistance to Violence utilizing sports. These coaches with certain criteria such as being 18 to 24 years old and possessing sports experience were recruited and trained on S4D topics as well as topics such as Code of Conduct and Prevention from Sexual Harassment, Exploitation and Abuse (PSHEA). Due to the COVID-19 situation, CARE’s Protection Outreach team adopted a blended learning approach in which online and physical training were used. Finally, the CCs were observed on job to ensure the quality of training and implementation. The objective of this program has been to utilize the power of sports and play to improve children’s life skills. These skills are known to help youth and children overcome challenges that they face in their community on a social, emotional and physical level. Moreover, sports community events were arranged with the inclusion of refugee and Turkish children in order to improve social cohesion in collaboration with municipalities of Gaziantep and Şanlıurfa.
CARE International in Turkey is looking for a qualified and experienced consultant who can follow-up the trained CCs on job in order to ensure that the trainings are being delivered with utmost quality in a systematic manner that is in line with program’s objectives. This will support the S4D programming not to lose momentum which is very critical at this point. Additionally, CARE is willing to extend its program to Turkish schools by educating Turkish gymnastics teachers so as to promote social cohesion in a sustainable manner. Upon training, these teachers will be implementing the S4D programming on social cohesion in their gymnastics lessons.
The details of the consultancy are outlined below:
Objective
To design and deliver high-quality Sport for development Program through Blended Learning approach to Turkish teachers in Turkey and perform on job coaching
2. Timeframe
All activities will need to start no later than first of November 2021 after signing of the service contract.
3. Location
The consultancy will have remote and in-country phases; in the remote phase there will be content preparation and online training, for the in-country phase, there will be physical training and on job coaching.
4. Scope of Work (Expected Output and Performance Indicators from Vendor)
4.4 The training will be provided based on the Sport for Development Training of Trainers manual specifically created for this consultancy
4.5 Course time will be scheduled based on participants’ preferences.
4.6 Trainings have to be delivered and completed within the service contract timeframe.
4.7 Online trainings will be delivered via interactive classes through Zoom Meeting, Google Meet or similar platforms.
4.8 The recordings of the training sessions will be provided to CARE and participants.
4.9 A quality Blended Sport for development Program will be delivered to a targeted number of up to 24 Turkish teachers (preferably 2 groups consisted of 12 teachers) focused on effective transfer of knowledge and skills.
4.10 The training materials and handouts will be shared with CARE.
4.11 Pre/Post-test will be prepared and shared with CARE to measure the level of improvement in relation to the training topics.
4.12 Activities, achievements and challenges regarding the implementation of training sessions will be reported (also see section on Reporting further below).
4.13 It will be ensured that all activities listed above are carried out in accordance with applicable laws and relevant Turkish legislation.
4.14 It will be ensured that CARE’s Code of Conduct as well as PSHEA policy observed during the implementation of the trainings.
4.15 The deadlines in the above table are flexible and can be changed in agreement with CARE.
5. Reporting and Monitoring
The selected vendor shall inform CARE promptly of any incidents that pose serious risk of harm to participants of the trainings, violation of Code of Conduct, any unresolved complaints.
6. Type of Supervision and support to be provided by CARE International
6.1 Identifying and providing list of participants.
6.2 Ensuring financial resources are provided to the selected vendor in accordance with the budget and payment terms & schedule as agreed upon in the service agreement.
6.3 Conducting regular monitoring and quality oversight of training activities and support vendor with recommendations.
6.4 Ensuring that all activities listed above are carried out in accordance with applicable laws and relevant Turkish legislation.
6.5 Ensuring accompaniment and translation during the consultancy.
Deliverables/End Product(s):
· A written report (20-30 pages) and two-page executive summary outlining the findings, and including the following analyses:
o The most appropriate method(s) for sport engagement interventions for social cohesion outcomes in Turkey for refugees and host communities.
o Recommendations on the appropriate sport activities and coordination with exist services for greater social cohesion outcomes which could provide a long-term support to refugees or on how to integrate such a method into the social support system in Turkey for refugees
o Suggested logframe and appropriate objectives and indicators for social cohesion through sport.
o Contribution to developing monitoring tools and a performance framework.
· Presentation of the findings and recommendations to CARE,
· Sessions observation and mentoring teachers during their implementation.
· Drafting PMF/Log frame including project outcomes, and monitoring tools.
· Creating sport for development ToT focused on the program outcome for Turkish teachers
· Designing Pre/post tests for the sport for development training
· Preparation and delivery of 2 days Online training for Turkish teachers - Reporting
· Preparation and delivery of Physical Training for Turkish teachers - Reporting
· On Job Coaching for Turkish teachers during Training implementation 2 sessions– Report
This report should be shared in draft form for review by the CARE, and subsequently finalized.
7. Required Qualifications, Experience and Documents to be submitted:
Interested vendors are required to demonstrate, document and submit the following:
7.1 Expression of interest to provide the training service
7.2 A CV consisting of relevant experience and track-record in the field of certified training relevant to the right to play methodology with specific reference to the scope of work outlined above.
7.3 Fluent in English
7.4 Arabic or Turkish language skills are desirable,
7.5 Experience in conducting training and coaching/mentoring.
7.6 Previous experience working in humanitarian programs, particularly with Syrian refugees in the turkey context.
7.7 A Financial offer
8. Payment Schedule:
It is expected for the consultant to complete the project in 20 days as detailed above. If the consultant needed more days to complete the deliverables of this ToR, s/he still will receive the maximum value of the contract regardless of the additional number of days that the consultant worked to complete the project. The payment shall be made to the consultant on two phases.
• One after completing the first 10 working days.
• The second upon the completion of the project (after completing the remaining 10 working days) total 20 working days.
No advance payment shall be made. Each payment will be made within 2 weeks after CARE Turkey receives the invoice and the deliverables linked to the worked days.
