The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs
BACKGROUND
On 7th July 2014, the Israeli army launched a large military operation in the Gaza Strip, code named “Protective Edge”, with the stated objective of stopping Palestinian rocket firing at southern Israel and destroying the military infrastructure of Hamas and other armed groups. Destruction was widespread. More than 2,000 Palestinians were killed and there was massive displacement. Almost a year on, up to 100,000 people remain displaced - an estimated figure based on the number of buildings destroyed. 14,000 IDPs are registered and sheltering in UNRWA-managed collective centres. The majority of the rest remain unaccounted for and living in a variety of different transitional shelter arrangements that include host families, prefabricated units and within the rubble of their former homes.
NRC believes that working through and building the capacity of existing local government structures is vital with respect to early and successful recovery, particularly for those neighborhoods that suffered wide -scale destruction. In Gaza, NRC is currently piloting an Urban Displacement Outside Camps (UDOC) project with support from the Global CCCM Cluster. The office is currently working with five of the worst -affected municipalities to help them register and profile IDP populations, to effectively communicate and provide relevant information to the affected population, and to facilitate effective forums to ensure timely and coordinated service delivery that includes community participation. NRC believes this will help pave the way towards reconstruction that itself will only be successful with meaningful community participation at all stages. The project will expand through 2015 to include more municipalities prioritizing the worst-affected areas.
The purpose of the Project Development Manager is to be responsible to design, develop and implement the UDOC programme in Palestine. While based in Gaza, the PDM has responsibility for UDOC programs nationally.
Job description
- GENERIC RESPONSIBILITIES
- Responsible for development of UDOC strategy and Macro LFA
- Responsible for UDOC specific contextual analysis as input to Country Strategy and Contingency Plan
- Responsible for technical innovative development and quality of UDOC, holistic programming (with other CCs) and to ensure harmonisation and consistency across UDOC projects in line with NRC Programme Policy
- Responsible for UDOC assessments and plan response to new emergencies
- Contribute to fundraising for projects
- Responsible for development and quality compliance of donor proposals, budget’s and donor reports
- Accountable for implementation of projects (activities and budgets) in compliance with contractual commitments (i.e. quality, timeliness, use of resources) and NRC's policies and procedures
- Responsible for the achievement of beneficiaries’ satisfaction through the appropriate technical design and implementation of projects
- Accountable for organisational learning from project implementation and to incorporate this in UDOC development, capacity building,(incl. Implement Best Practice, tools and processes)
- Representation of NRC in relevant forums/clusters/sectors and with other key stakeholders to identify trends, new opportunities, changing needs/ priorities etc.
- Line management for UDOC project staff.
- Compliance and adherence to NRC policies, CC tools, handbooks and guidelines
- Promote the rights of IDPs/refugees in line with the advocacy strategy
- Other tasks as required by management

Qualifications
- Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
- Experience from working in complex and volatile contexts
- Technical CCCM/UDOC CC expertise
- Documented results related to the position’s responsibilities
- Knowledge about own leadership skills/profile
- Fluency in English, both written and verbal
- Knowledge of the context in Palestine or the Middle East
- Knowledge of the local language Arabic is an added value
- Experience with start-up, exit or similar
- Valid driver’s license
