Turkey: Emergency Response & NFI Officer

Scope of Work:

Support the Emergency Response Programme of QRCS to prepare and implement emergency relief projects inside Syria.

Duties & Responsibilities:

1. Study the partners' appeals and proposals on emergency cases reported for Syria relief interventions.
2. Assist in the preparation of interim proposals following QRC templates and guidelines.
3. Guide and oversee the necessary need assessment, data collection and ground trothing for the emergency relief operations inside Syria, this includes affected areas, communities and assets.
4. Participate in the evaluation for pre-qualification of the subcontractors, short listing, tenders, proposals and in preparing corresponding reports.
5. Negotiate with implementing partners, suppliers and subcontractors on the implementation of activities and deliverables according to the prerequisite conditions, guidelines and specifications.
6. Report any emerging project matters or disputes to QRC NFI/Emergency Response Coordinator.
7. Abide by QRC implementation guidelines to monitor and verify the progress of all type of projects including delivery of required goods and supplies by the implementing partners.
8. Monitor progress of contracts implementation to ensure that it abides by the stipulated standards, procedures and planned implementation schedules to expedite project implementation (Items: Project Schedule, Project Budget, Technical Procedure and Contract Management).
9. Assist the NFI/Emergency Response Coordinator in the preparation of monthly and completion progress reports, including comparison between planned and actual progress in physical and financial terms and identification of delays and recommendations for remedial actions.
10. Assist and guide in the collection of required media material and M&E data.
11. Perform any other duties as requested by QRC Management.
12. Provide day-to-day active support and update on the activity progress.

1. Internal Contacts: Emergency Response & NFI Coordinator and the Head of Programmes Dept.

2. External Contacts: Local partners & NGOs which work on the ER & NFI sectors.

   Education, Experience & Training:

   1. Qualifications: At least a B.Sc. academic qualification.
   2. Experience: 5 year experience in implementing emergency relief projects

   Knowledge, Skills & Abilities Required: 1. Familiarity with the Syrian conflictual context. 2. Arabic native speaker and fluent in English (speaking and reporting). 3. Ability to work in a team. 4. Good communications skills (written & verbal). 5. Advanced Computer skills & MS office.

   Working Conditions: Office work.

   Duty Station: Turkey- Gaziantep with possible trips to Syria
