BACKGROUND

International Medical Corps, a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs, seeks candidates for the position of Monitoring & Evaluation Consultant in the Palestinian Territories.

Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.

PROGRAM BACKGROUND

International Medical Corps is recruiting an M&E Consultant, to be based in Gaza, for a US Agency for International Development project. Gaza 2020: Health Matters is a five-year intervention designed to improve the resilience of the health sector in Gaza by increasing access to and quality of emergency and essential health services provided by NGOs, CBOs, and private providers.

The Monitoring and Evaluation Consultant will be responsible for carrying out the baseline assessment, developing effective monitoring systems for information collection and analysis related to emergency response activities in compliance with donor and program requirements. The M&E Consultant will be responsible for designing, tailoring and implementing program monitoring and evaluation systems in coordination with the field technical and operational teams. This person is also responsible for analyzing, interpreting and communicating information to promote informed decision-making for on-going and future programmatic activity.

JOB SUMMARY

The Monitoring and Evaluation Consult will be doing the analysis and writing the reports.

QUALIFICATIONS

  • Master's degree in public health, epidemiology, health systems, or other relevant topic; or equivalent combination of relevant work education and experience
  • At least three years of experience in emergency program monitoring and evaluation which includes database development and management, remote monitoring, assessments and situation analysis in emergency settings
  • Experience in working with a range of humanitarian donors (e.g. USAID) including established/required indicators
  • Experience in working in M&E, working with program and technical staff, on proposal development and donor reporting
  • Ability to exercise sound judgment and make decisions with limited supervision
  • Ability to relate to and motivate local staff effectively
  • Creative and able to work with limited resources
  • Team player and strong communication skills, both oral and written
  • Proficient in computer applications, especially with MS Word and MS Excel, MS PowerPoint a plus
  • Prior work experience in Gaza and the Middle East region highly desirable.
  • Strong verbal and written English communication skills required. Arabic preferred.
  • Based in Jerusalem/Gaza, with frequent travel to project sites, security permitting.
