GOAL in Turkey

GOAL has been implementing programmes in Turkey since 2016 and has an open-ended registration to operate in the country. In addition to over 85 dedicated program staff members based in our field offices in Mersin, Adana, Hatay, Gaziantep and Şanlıurfa, GOAL Turkey also benefits from administrative and operational supports provided by GOAL Syria Response Programme’s Turkey-based staff members in Ankara and Hatay.

GOAL Turkey benefits from strong relationships with key stakeholders within the country’s national refugee response framework and has established trust within targeted communities. Our contribution to the national refugee response in Turkey has focused on addressing gaps and responding to identified needs in health service delivery, and the protection of vulnerable and marginalized refugees in southern Turkey.

GOAL is currently implementing two projects (ECHO funded LINK and PRM funded GREEN) in Turkey. The LINK program targets refugees from nomadic / semi-nomadic backgrounds and those engaged in seasonal agricultural labour. LINK has been designed to address and mitigate protection concerns of the vulnerable / marginalized refugees through provision of critical information and raising their awareness on their rights, obligations and services available in Turkey, by sensitization/advocacy (targeting key stakeholders and service providers, etc.) activities, and Individual Protection Assistance (IPA) services to enable highly vulnerable refugees to access to basic, social and protective services available under the provisions of Temporary and International Protection regulations in Turkey. The Green program aims to improve the socioeconomic inclusion, resilience and self-sufficiency of highly vulnerable/excluded women and girls from host and refugee communities (Syrians as well as those living in program locations under the international protection regulation) including nomadic communities and seasonal agriculture workers from both communities through integrated and market driven livelihood opportunities and protection services, including language courses and vocational skills training on greenhouse production and agriculture; case management (CM)/coaching services, establishment of a women cooperative, protection outreach, information provision and awareness raising; and provision of special needs and individual protection assistance services.

POSITION SUMMARY

Based in Adana and working under the supervision of the Protection and Inclusion Program Coordinator (PICO), Deputy Program Manager will be responsible for the implementation of GOAL Turkey (GT) protection programs in Adana and Mersin. She/he will be responsible to line manage LINK and GREEN project staff whilst representing GT programs in relevant provincial coordination and working groups meetings.

GENERAL FUNCTIONS OF THE ROLE

  • Contribute and ensure active participation in and to forums, coordination and working groups meetings, to develop and nurture fruitful relations with respective stakeholder and referral partnerships.
  • Represent GOAL at all levels of programs’ implementation, as well as during donor visits, in collaboration with and as determined by the PICO.
  • In coordination with PICO, establish and maintain professional relationships and communication lines with relevant local authorities, non-government organizations, managing communications, organizing, and facilitating meetings at field level as needed.
  • Be up to date on his/her knowledge of local service provisions for appropriate referrals and lead on collating provincial information regarding service gaps, changes in relevant policies and practices, etc. to inform LINK and GREEN protection activities and service development.
  • Ensure adherence to internationally recognized protection principles, standards, and relevant international and local regulations.
  • Ensure adherence with GOAL’s code of conducts and other internal policies i.e., on confidentiality, safeguarding, equality, diversity, and inclusion including the GOAL's commitments to the protection from sexual exploitation and abuse (PSEA).
  • Work with staff and colleagues in harmony and collaboration to achieve LINK and GREEN work plans, objectives/targets.
  • Ensure full compliance with GOAL’s health and safety policy and all locally agreed safe methods of work.

KEY RESPONSIBILITIES AND DUTIES

  • Supervise GREEN’s protection and LINK programs’ staff including Protection Team Leaders (3); Social Services and Coaching Workers (of GREEN), Protection Workers (of LINK), psychologists (of LINK), protection legal counsellors (of LINK & GREEN), translators (of LINK & GREEN), protection receptionists (LINK & GREEN) and the interns (of LINK).
  • Develop detailed location based and time-bounded and location based individual workplans with weekly and monthly target breakdowns that are in line with committed action work plans; and oversee management and implementation of all Individual Protection Assistance, Case Management, psychoeducation, psychosocial support, protection outreach and protection legal counselling activities in Adana and Mersin; and ensure their timely and quality deliveries.; and closely monitor project progress and results in accordance with the commitments.
  • Ensure all program activities are conducted in accordance with GOALs program SOPs/guidelines and support with development and revisions program SOPs/guidelines.
  • Ensure quality of the LINK and GREEN programs through compliance and adherence to GOAL, donor and national policies, procedures and guidelines including internationally recognized standards.
  • Ensure activities implemented in line with the approved project proposal and budget, communicating issues/problems in advance to the Protection and Inclusion Program Coordinator and preparing course of corrections where needed.
  • Conduct regular team meetings, set reporting mechanism, and develop/adapt tools to ensure project is implemented in line with agreed work plans.
  • Actively contribute to internal and donor reports and proposal development processes.
  • Support the PICO to ensure that risks are appropriately managed, including financial, programmatic, staff safety/security and reputational risks.
  • Ensure appropriate information flow within the team and with the line management, facilitate and submit regular progress reports in line with agreed timeframes to the PICO with inputs from other team members.
  • Ensure all filed level protection activities under LINK and GREEN are thoroughly documented, updated, and stored at a timely fashion and with due consideration of confidentiality and data protection principles.
  • Ensure beneficiary and activity data entered correctly and on time, and that all progresses are closely monitored and updated in the database by protection staff.
  • Work closely with MEAL colleagues to ensure that appropriate monitoring activities are undertaken to a high standard to capture lesson learned and best practices.
  • Work with the GOAL Logistics, finance, admin, and procurement teams to ensure appropriate and timely inputs of goods, equipment, supplies and utilities, etc.
  • Coordinate and support visits of representatives from government, donors, GOAL, and other I/NGOs.
  • Support community advisory committees’ self-advocacy and sensitization activities in coordination with the advocacy specialist and the PICO.
  • Assist the program PICO with scoping of potential new areas for engagement through analysis of secondary data, stakeholder analysis and field assessments.
  • Coordinate with and support the PICO with capacity development of staff including identifying capacity needs and offering inputs for training programs.
  • Participate and support with GOAL Turkey Program Strategy development/revisions by feeding in inputs from field.
  • Undertake travels to other GOAL Turkey program locations and GOAL offices as needed.
  • Any other duties related to the nature of the job as requested by the supervisor.

Requirements (Essential)

  • Turkish Citizenship
  • University degree in a related field e.g., social work, law, sociology, international relations, psychology, and other relevant disciplines
  • Excellent presentation, oral and writing skills in Turkish and English. Arabic is a strong asset.
  • Minimum 2-3 years’ work experience gained in I/NGOs (in paid or voluntary capacity) or UN Agencies, preferably in Southeast of Turkey. Work experience with nomadic / semi-nomadic refugees and/or those engaged in seasonal agricultural labour is a strong asset.
  • Demonstrated experience in managing or coordinating and supervising of a team is a must.
  • Demonstrable experience in delivering protection program activities in Turkey, including Individual Protection Assistance, Case Management, Protection Outreach, Protection Monitoring, psychosocial support and/or awareness raising for vulnerable women, men, boys, and girls.
  • Demonstrated skills and experience in engaging with donors and/or the UN agencies and respective social, protection and humanitarian service providing stakeholders.
  • Strong planning and coordination experience in the field of including managing multiple program activities at once.
  • Strong understanding on rights and protection issues of refugees.
  • Good negotiation and problem-solving skills, proven communication, diplomacy, interpersonal and representation skills.
  • Demonstrated experience of active participation in humanitarian coordination mechanisms.
  • Experience of working in a diverse, multi-cultural environment.
  • Strong writing and documentation skills.
  • Excellent IT skills, especially in Microsoft Word, Excel, and PowerPoint.
