Job Title: Finance Accounting Officer.

Line Manager: Deputy General Manager.

Department : Finance.

Full/Part-Time: Full Time (from 01:00 PM till 09:00 PM).

Duty of Station: Turkey: onboarding in Gaziantep/ Istanbul, work from home thereafter

Contract Period: 6 Month.

SCOPE OF WORK

Based in Turkey but working with colleagues located in different time zones, the holder of this position will need to adjust his/her working hours accordingly while working for Les Casques Blancs (CB)/SCD.

Syria Civil Defense is a not-for-profit organization registered in Quebec, Canada since 2017. It aims at promoting, developing and implementing community based, service-based and recovery-oriented projects to improve the lives of civilians in conflict zones. It aims also to create resilience in order to participate in the empowerment of civilians to defend their own rights; assist vulnerable people, forced to be displaced by providing access to resources and regain their dignity.

The Finance Officer will mainly be engaged in the financial reporting, budget management, monthly forecasting, audit activities and day to day accounting tasks

Responsibilities

  • Prepare and maintain project’s budgets (including budget realignments for existing budgets).

  • Prepare budget vs. actuals on monthly basis with necessary comments.

  • Ensure all financial transactions are correctly charged to proper budget lines using right coding methods.

  • Prepare spending plans and forecasting for donor reporting.

  • Prepare financial reports for each project.

  • Produce departmental and organization-wide financial statements as required.

  • Review financial reports sent by partners and make sure that those are prepared and submitted in line with the organization’s and donor’s rules and timelines.

  • Bookkeeping for CB accounts using accounting systems (QuickBooks, etc.,).

  • Follow up closely with CB’s legal accountant to make sure CB is compliant with Quebec’s government and federal’s rules and regulations.

  • Maintain all financial records documented and organized in both hard and soft copies.

  • Monitor the process of receiving instalments from donors and transferring payments to CB partners.

  • Conduct regular reconciliation for bank and payments as needed.

  • Support with audit processes as needed.

  • Lead on staff’s salaries calculation, payroll and payments as needed, by working closely with relevant staff.

  • Monitor and review fixed assets schedules.

    Any other tasks may arise by the line manager to properly support the department.

Any other related duties upon the request of the supervisor.**

  • Work any assigned mission from the management.

Note: the above-mentioned responsibilities are illustrative ones. Any other future responsibilities/accountabilities may be assigned to the job depending on the department's organizational chart/ title and needs.**

Qualification (Education/Work Experience)

A. Essential:

  • Attestation of college study, Diploma of college study or bachelor’s degree in finance / accounting or similar field.

  • At least 3 years of relevant experience in finance and accounting functions.

  • Fluent in English (Spoken and Written). Arabic is a plus.

B. Desirable:

  • Master or PHD Degree.
  • More than 5 years experience in Finance and accounting functions.

  • Knowledge of computer-based accounting systems (ex: QuickBooks) and proficiency in Microsoft Office applications (Excel, Word, PowerPoint, Access Database etc.).

  • Knowledge/understanding of reporting requirements for NGOs or experience in delivering financial reports for international key stakeholders.

  • Knowledge of laws and regulations of different donors.

  • Knowledge of Electronic Fund Transfer (EFT) and payroll systems is an asset.

  • Integrity and sharing the CB values and ethical standards.

  • High standards of confidentiality, reliability and discretion.

  • Ability to perform work with a high degree of accuracy and attention to details.

  • Excellent communication and interpersonal skills; Cross-cultural communication and able to interact professionally with culturally diverse staff and stakeholders.

  • Outstanding organizational and time-management abilities.
