SPARK is an NGO that develops higher education and entrepreneurship programs to empower young, ambitious people to lead their fragile and conflict-affected societies into prosperity. SPARK has around 120 staff members is in 14 countries.
We are recruiting 2 HR business partners, one located in the Istanbul office (for Middle East hub: Turkey, Iraq, Jordan, Lebanon, OPT) and one located in the Tunis office (for North Africa and Sub-Saharan Africa hub: Tunisia, Libya, South Sudan, Burundi, Rwanda)
As HR Business Partner, you will be responsible for delivering outstanding HR support and advice in a dynamic, international, and demanding environment. The HR business partner fulfills a pivotal role in all human resource management in SPARK, from facilitating recruitment processes to more strategic topics like talent/performance management, employee relation, and satisfaction and capacity building of staff.
As HR Business Partner in SPARK, you will closely work with the HR business partner to the other hubs, The Regional Program Director, and respective country and regional management. You will report to the Operations Director based in Amsterdam.
Main Tasks and Responsibilities:
● In collaboration with Regional Programme Director and Programme Manager develop and manage staffing plans and staffing budgets;
● Manage end-to-end recruitment process together with the People Managers in order to get the right people on board and get them engaged.
● Provide guidance and advice to people managers and colleagues in all aspects of the application of HR practices and processes;
● Together with the Operations Director and Regional Program Director analyse trends and design solutions for example through trainings and adjusted policies
● Works closely with people managers in the region to improve work relationships, build morale, and increase productivity and retention;
● Maintains in-depth knowledge of legal requirements related to day-to-day management of employees, reducing legal risks and ensuring regulatory compliance for the Middle East Hub.
● Control and approve the HR-related financial (pay-roll) administration in the different countries in the Middle East Hub;
● In the collaboration with the Operational Director and HR Advisor take ownership of several HR projects to facilitate continued improvement in the field of human resource management in SPARK;
● Facilitate and manage day-to-day HR administration (maintain and update HR information systems, reports, employee files, staff contract etc.);
● Other tasks, as required.
Requirements and Skills
● Bachelor’s degree in Psychology, Economics, Organizational Sciences, Law or related fields;
● Working knowledge of multiple human resource disciplines, including compensation practices, organizational diagnosis, employee relations, diversity, performance management, recruitment and countries’ employment laws;
● Minimum 4 year of related job experience in an international (NGO) setting in a regional role.
● Good social and communication skills, especially related to the ability to work in a multicultural setting;
● Organisational skills and the ability to work independently, in which balancing regional needs and central SPARK policy is key;
● Attention to detail and ability to multitask;
● Excellent spoken and written English (at least C1 level) and Arabic;
● Strong MS Office skills (Word, Excel, Power Point), G-Suite skills are an asset;
● Eligible to work in Turkey.
