Gülümseme ve Zeytin Yardimlaşma ve Dayanişma Derneği (GvZ) is a non-profit, non-governmental civil society organization that has been supporting the most marginalized and desperate Syrians affected by conflict in Turkey and Syria. Since the beginning, GvZ believes that its role is to create avenues to empower those affected by the conflict by developing their skills and reviving their sense of humanity and dignity. Through its community centers, GvZ provides women, youth, and marginalized groups with a range of various humanitarian services such as relief aid, protection, education programs, and networking with other humanitarian actors on how to advocate for issues deemed essential to highlight. To that end, GvZ strives to continue sharpening the skills of Syrians to partake in the peacebuilding process in Syria and actively advocate for a democracy reflecting a diverse yet socially coherent society.
Women LEADERS - Consortium Brief:
Women LEADERS is a program designed by a consortium of three context-and-impact oriented organizations that are working in the framework of this consortium to support and strengthen women led civil society organisations and women led initiatives working on critical human and women’s rights and protection issues and to promote and protect access to equitable services in Northwest Syria. The consortium’s joint program (WOMEN LEADERS - Women Lead, Engage and Advocate for Democracy and Rights in Syria) will target 6 Women-led Civil Society Organisations (WLCSOs) and 6 Women-led initiatives (WLIs) active in the field of women’s rights and empowerment in North-West Syria; and will be based on three main pillars: Capacity Strengthening, the provision of subgrants as well as advocacy. This intervention will be mainly funded by the European Union through one of its contractual agencies. This action will seek to engage stakeholders and power structures at sub-national, national, regional, and international levels.
Job Purpose
In order to actualize this designed intervention(s) in a comprehensive and resource-efficient manner, the consortium is looking for a competent Finance and Compliance Manager - FCM - that will manage the consortium's financial efforts dedicated to achieve the set out goals and objectives. The FCM will lead the consortium's financial performance in compliance with the agreed-upon compliances. The FCM will be also responsible for facilitating the flow of funds utilization and financial reporting progress among the consortium member organization and developing the relevant guiding procedures and tools. This role will also include developing and applying the necessary controls needed for maintaining the consortium (including its member organization) compliance with the relevant EU standards, the generally accepted accounting principles and the international financial reporting standards, counting on the existing relevant policies and SOPs adopted by one -or more- of the three organizations. The FCM is expected to provide technical guidance to the PMU members as well as the finance teams in the three organizations. The FCM will participate in the consortium steering committee meetings as a permanent committee member.
Based in Gaziantep - Turkey, the Finance and Compliance Manager is expected to lead the consortium performance through a full-time working pattern in the framework of a 12-months initial contract that will be tentatively starting March 2022 (with an expected renewal of additional 12 months).

Work Location: Gaziantep, Turkey (with possible visits within the region)
Duties, Responsibilities and Tasks:
Managing Consortium’s Financials in Compliance with Donor(s) Requirements (%65)
· Develop and monitor the execution of the master financial plan and its relevant control measures and tools.
· Manage and oversee the consortium's financial performance and its compliance with the applicable guidelines and contractual obligations. Reporting deviations to the Finance manager of each organization
· Act as the consortium’s primary financial focal point towards the donor(s) and the finance focal point(s) of the partner organizations.
· Develop and continuously update the financial risk mitigation and minimization plans in the context of the relevant contextual developments.
· Identify, monitor, and report the possible changes and deviations from the consortium’s financial plans
· Improve the consortium’s financial anticipation and enhance its financial preparedness to unanticipated events that might impact healthy implementation.
· Continuously monitor the relevant contextual developments in the countries and territories within which the consortium will be actualizing its interventions, that might impact the consortium’s financial performance.
Intra-Consortium Control and Reporting (%20)
· Ensure fulfilment of financial obligations and statutory reporting duties in compliance with operational targets, contractual arrangements, and legislation.
· Supervise and guarantee the respect of corporate financial accounting policies and guidelines.
· Establish/Develop and supervise departmental and partner accounting tools and metrics.
· Generated spreadsheets for all the financial transactions are kept in systematic order and in safe and secured conditions.
· Ensure that no expenditure is incurred that is not eligible/covered by existing grants.
Inclusion, Capacity Building and Feedback (%15)
· Ensure that the steering committee, the PMU members, and the project focal persons are involved in the budget development, adjustments, and revisions as well as the development of the compliance tracking tools and applications.
· Support the Women LEADERS Program Director through the provision of financial forecasts, brainstorming financial options, as well as other finance technical assistance.
· Ensure that the financial feedback or relevant complaints received are addressed in coordination with the MEAL Coordinator and the Steering Committee members.
Qualifications and Experience:
· BA in Finance and Accounting is a must
· MBA, CMA, CSSA, CPA will be a plus.
· Minimum 5 years of relevant experience
· Digital proficiency in employing preliminary data analysis, Microsoft office (EXCEL, Word, PowerPoint) Google Suit and formal internet-based communication.
· Experience in managing financials funded by EU-USAID, aware of standards and reporting
· Financial ethical professionalism.
· Proven fluency in Arabic and English
· Knowledge of economic and accounting principles and practices, the financial markets, banking, and the analysis and reporting of financial data.
· Detail Review and understanding for the country governance, risk, and control.
· Financial management and sustainable management accounting
· Understanding of the Syrian crisis.
· Solution focused thinking
· Understanding the humanitarian system and programmes.
