Position Summary.

Relief International (RI) and its implementing partner aim to strengthen the overall health system in northwest Syria by supporting health facilities to provide lifesaving health and nutrition services to vulnerable communities. The interventions will be guided by a robust monitoring framework built on RI and its implementing partner experience operating in the Syrian context, leveraging each organization’s operational presence and networks to deliver essential services to conflict-affected communities through a coordinated and integrated approach. In addition to specialized protection services by RI that will be offered through 4 women and girls’ safe spaces (WGSS), including gender-based violence (GBV) case management, psychosocial support, life skills, and outreach activities. The Finance and compliance officer will directly report to the DCoP and technical line to WoS Finance Manager. He/she will support the DCoP in overseeing the project finances, donor reporting, monthly and quarterly donor forecast, expenses belongs to projects charged to correct budget codes, Assisit the project specific audits in collaboration with PHAST FM and WoS finance Manager, conduct monthly/quarterly financial version visits of partner organize and present formal report to DCoP and WoS Finance Manager. Moreover this position holder will ensure day to day collaboration and coordination with Partner’s finance manager for any matters related to project finances.

ESSENTIAL RESPONSIBILITIES AND DUTIES

· Collect monthly financial report from the partner along with necessary supporting documents for review and approving the report in coordination with DCoP to ensure partner is eligible to receive next advance

· Coordinating internal compliance review and monitoring activities, including periodic reviews of the partner.

· Run random sample checks of Consortum partners files and flag compliance issues to DCoP.

· Participate in creation of IP budgets

· Maintain full computerized and up-to-date filing system.

· Liaise with consortium partners on financial reporting requirements, compliance reviews and budget realignments.

· Assist in overseeing the project’s management of financial functions ensuring donor/RI regulations/SoPs followed

· Develop monthly/quarterly financial verification visits ToRs to conduct partner office verification visits to ensure compliance with RI/OFDA guidelines, visit shall be conducted in consultation with DCoP and PAST finance manager. The consolidated mission report will be shared with DCoP.

· Ensure project is ever ready for any types of audits and donor compliance visits.

  • Consistent with RI’s safeguarding and protection policies, ensure all people who come into contact with Relief International are as safe as possible.

QUALIFICATIONS & SKILLS REQUIREMENTS

This position will require a demonstrated ability to achieve results in a demanding and fast paced environment.

· University degree in accountancy, finance or business management. CMA/ACCA and other accountancy qualifications are desirable.

· Minimum 4 years of experience working with INGO as Finance officer or higher role

· Past experience of working in USAID/OFDA funded projects. Moreover hands on experiences of donor monthly/quarterly/annual financial reports.

· Strong skills required for drafting donor budgets

· Strong analytical and advanced MS Excel skills

· Solid understanding of USAID donors compliance, reporting and budgeting rules & regulations

· Solid experience of working on similar role on MENA regional offices with other International humanitarian NGOs

· Good communicator, strong negotiations and report writing skills

· Past experience of working on computerized accounting software (e.g. NetSuite, Sun system, ERP and etc.)

· Fluency in English language both in verbal and written communication.
