Turkey: Project Manager - Women's Livelihoods Project

Lead on the delivery of ARK's gender-specific livelihoods project in Syria; manage project teams including Syria-based field coordinators; oversee all reporting and engage with donors; actively contribute to the design of new projects and bid development.

MAJOR RESPONSIBILITIES:

  • Oversee the overall implementation of a women's livelihoods project in Syria in consultation with the Country Manager, project team, Monitoring and Evaluation department and in accordance with the project proposal, ensuring objectives are met to the highest technical standards, within the required timeframe and budget, and reporting to donor representatives as necessary.
  • Maintain an overview of the regional context with a view to the strategic development of new projects both in current sites and in surrounding regions
  • Actively participate in developing ARK’s strategy for programming on gender and livelihoods as well as any other entry points identified from this programme. Contribute to bid development on these potential programmes as required by Country Management.
  • Cultivate and strengthen ARK’s strategic partnership with any relevant actors and identify other regional actors for potential new business opportunities
  • Ensure all contracted periodic reports are completed on time and to a high quality and in accordance with donor requirements
  • Work with the relevant Budget Manager(s) to ensure that budgets are spent in accordance with donor funding and donor regulations and within the appropriate timeframe. Make any recommendations for budget adjustment to the Country Manager and Budget Director
  • Ensure all staff related issues for the staff of the designated project are carried out in accordance with ARK policies and guidelines. This includes recruitment, performance management, staff development and training and disciplinary action.
  • Ensure the project is implemented in accordance with donor requirements and in accordance with donor, country and international standards
  • Follow the direction of the Country Manager and other relevant advisers regarding quality, strategy and technical guidelines
  • Liaise with the donor community as required and participate in all relevant meetings with donors
  • Actively participate in all relevant networks, focus groups and meetings
  • Support Project Manager(s) in day to day decision making as requested

REQUIREMENTS:

  • Minimum of first degree (Social Sciences, Political Sciences or equivalent), post graduate degree in international development or related field highly desirable
  • A minimum of five years post graduate experience with a focus on livelihoods, preferably in a conflict or post conflict environment
  • A minimum of five years' experience in a project or programme management role and familiar with cross functional delivery
  • Demonstrated experience in programme development across a range of projects, as well as active management of diverse teams and cultures
  • Proven planning, assessment and analytical skills
  • Native Arabic speaker and fluent English speaker (or the reverse)
  • Excellent written English and report writing skills
  • Proven excellent report and proposal writing skills, supported by a high level of attention to detail and the ability to compile comprehensive reports for donors
  • Problem solving ability, initiative, flexibility and ability to work under pressure and deliver in a complex and difficult conflict situation
  • Committed to team-building and able to develop and support other team members
  • IT literacy essential – MS Word, Excel, PowerPoint, Project
