Organizational Setting

FAO's Subregional Office for Central Asia (FAOSEC) is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing subregional food, agriculture and rural development priorities. It develops and maintains relations with subregion-wide institutions including Regional Economic Integration Organizations (REIOs). It assists the FAO Representations (FAORs) in the subregion with addressing subregional food security, agriculture and rural development issues at country level. The Subregional Office is a subsidiary of FAO’s Regional Office for Europe and Central Asia (REU).

The post is located in Ankara, Turkey with possible relocation to Istanbul, Turkey

Reporting Lines

The Senior Fishery and Aquaculture Officer reports to Subregional Coordinator for Central Asia, FAOSEC

Technical Focus

Support the identification, formulation and implementation of fisheries and aquaculture programmes in the sub-region

Key Results

Leadership and technical policy expertise for the planning, development and implementation of Regional Programmes of work, projects, products, services in accordance with Regional objectives and FAO Strategic Objectives

Key Functions

· Plans, manages, or leads highly specialized or multi-disciplinary teams, leads, coordinates, and/or participates in Regional committees, project teams, and working groups, and/or provides technical leadership/secretariat services on technical networks and/or international technical policy and standard setting bodies;

· Analyzes global and country specific requirements and relevant technical issues to provide critical input into the FAO Strategic Objectives, Programme of Work, work plans and the supporting budgets and/or resourcing strategies;

· Implements and monitors programmes of work involving the development of the approach, evidence based strategies, and related tools, methodologies and the supporting system/database, monitoring and reporting frameworks;

· Conducts, designs and oversees research and analysis activities to support the development of technical standards, international instruments, innovation, technical reports, publications and/or on-going programme development as well as the provision of technical and/or policy advisory services;

· Provides technical and policy advice to Member countries and technical support to decentralized offices in the development and implementation of their programmes;

· Leads and/or collaborates in, provides technical backstopping to and ensures the quality / effectiveness of capacity development and knowledge sharing activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning, on-line tools;

· Represents the Organization at international meetings and conferences, identifies and implements strategic partnerships, advocates best practices and increased policy dialogue and develops and negotiates effective working relationships/consensus and agreements with international and national stakeholders;

· Leads and/or participates in resource mobilization activities in accordance with the FAO Corporate strategy.

Specific Functions

· Advises FAO Member countries in the region on issues related to fisheries and aquaculture, including certification of fish products, food safety, policy and legislation, FAO Code of Conduct for Responsible Fisheries;

· Contributes from a fisheries and aquaculture perspective in the development and implementation of integrated programmes and projects;

· Acts as secretary of the Central Asian and Caucasus Regional Fisheries and Aquaculture Commission (CACFish) and (European Inland Fisheries and Aquaculture Commission (EIFAAC);

· Advices member countries specifically in the implementation and the use of international instruments, FAO Code of Conduct for Responsible Fisheries, Eco-system Approach to Fisheries, enhanced technical capacity for fisheries and aquaculture management;

· Acts as focal point for information exchange and support for national and subregional capacity building required for the support and the implementation of relevant international conventions and agreements;

· Conducts periodic reviews and appraisals of the current fisheries and aquaculture situation in the Subregion, through studies and surveys;

· Contributes to and participate in the planning and execution of FAO regular programme activities as they relate to fisheries and aquaculture in the Subregion and support FAO global and regional programmes; Focus particularly on promoting cross-sectoral and multi-stakeholder approaches to sustainable fisheries and aquaculture;

· Liaises on technical matters with relevant officers at Headquarters, other Subregional offices and the Regional Office;

· Liaises with academic/research institutions and “centers of excellence” in the Subregion and with national, regional and subregional institutions, organizations and bilateral assistance agencies in order to promote subregional cooperation in fisheries and aquaculture;

· Plans, organizes and participates in regional fisheries bodies, subregional and regional meetings, conferences, seminars dealing with fisheries and aquaculture;

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

· Advanced university degree in fisheries and/or aquaculture science and management

· Ten years of relevant experience in fish production, fisheries and aquaculture management, fish trade, fishery products safety and quality, field of statistics and data management of fisheries, or related field

· Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian

Technical/Functional Skills

· Work experience in more than one location or area of work, particularly in field positions is essential

· Extent and relevance of experience or knowledge of policy issues of national and international fisheries and aquaculture management; safety, certification and trade of fish products;

· Extent and relevance of experience working with international organizations in the sector

· Extent of experience working with fishing and aquaculture industry

· Extent and relevance of experience in planning and implementation of programmes related to fisheries and aquaculture Extent and relevance of experience in organizing international meetings, seminars and training courses

· Ability to mobilize resources

· Limited knowledge of Russian would be an asset
