DCAF seeks a highly qualified individual for the following position: International Project Manager, DCAF Ramallah (100%)
Duty Station: Ramallah, occupied Palestinian territories
Desired starting date: As soon as possible

Task and Responsibilities:

Reporting directly to the Senior Programme Manager, DCAF Ramallah, the Project Manager is responsible for supporting the Senior Programme Manager in his/her functions, overseeing the delivery of a portfolio of projects and staff as well as independently managing specific projects. As a senior staff member of DCAF’s MENA Division, he/she contributes to the strategic positioning of DCAF and its programs in the occupied Palestinian territories, as well as in the region.

In particular, the International Project Manager:

  • Oversees (design, management and monitoring) a portfolio of projects concerning DCAF’s work with executive authorities and civil society, and managing project staff;
  • Independently manages certain projects, decided in collaboration with the office management team;
  • Liaises and coordinates with relevant national and international stakeholders, including executive and legislative authorities, police and the security forces, community leaders, civil society and media;
  • Represents and promotes DCAF in working meetings and donor meetings at national and, if necessary, regional and international level;
  • Ensures timely and appropriate reporting, including regular operational reporting, on the Mission’s work to DCAF Headquarters, as well as project reporting (progress and financial reports);
  • Supports the Senior Programme Manager and the Head of Office in all aspects relating to operational planning and implementation of the country programme.

Requirements:

  • An advanced degree in law, political or social sciences, business administration, public administration, development, security studies, criminal studies, or related fields
  • A minimum of 6 years relevant professional experience, preferably in the MENA region
  • A minimum of 4 years experience in project management
  • Proven conceptual knowledge and technical expertise in areas such as security sector governance, media, civil society, rule of law, public administration and reforms
  • Excellent command of both oral and written English; knowledge of Arabic is an asset
  • Experience in preparing analytical reports
  • Sound management, organisational, diplomatic and negotiation skills, with the ability to communicate clearly and concisely
  • Strong communication skills and ability to work in an international team
  • Cultural sensitivity, ideally familiarity with the Arab world
