The Kvinna till Kvinna Foundation has defended women’s rights since 1993. For every woman’s right to be safe and to be heard. Today we are one of the world’s leading women’s rights organisations, working directly in areas affected by war and conflict to strengthen women’s influence and power. We work closely together with over 150 local partner organisations across 20 countries to end violence against women, reach lasting peace and close the gender gap once and for all. Scope of Work

This consultancy aims to employ a participatory feminist research approach to engage with feminist and women’s rights activists, organizations and networks in the region and explore potential avenues for making climate justice more central to the existing feminist movements.

Under the supervision of Kvinna till Kvinna and Oxfam regional teams, the consultant shall:

  • Assess the current awareness, knowledge and interest of the nexus between climate change and gender among individual activists, feminist and women’s organizations and existing regional networks as well as any existing international networks that work with or on the region;
  • Unlock the reasons behind feminist movements’ reluctance and diminished interest to engage in climate justice activism;
  • Unfold the current challenges, gaps, opportunities, hooks and levers of change;
  • Develop suggestions and recommendations based on the findings on how to build/strengthen feminist climate justice activism in the MENA region.

Suggested Methodology:

The consultant is expected to elaborate on this methodology but to conduct at least:

  • A desk review of literature and research that is already done for the region, as well as a desk review of Kvinna till Kvinna and Oxfam specific resources.
  • Conduct online survey with relevant staff, feminist partners, women’s rights organizations of Kvinna till Kvinna and Oxfam at the country, regional and global level as well as women’s rights organizations and feminist activists who are working on climate justice related issues in the MENA region.
  • Focus Group Discussions (FGDs) with different stakeholders including female climate justice activists, informal interest groups, other INGOs, UN Agencies, private sectors actor, regional and in country civil society organizations, social movement and networks.
  • A validation workshop of main findings of the consultancy.

Expected Deliverables

  • An inception report elaborating on the methodology, main consultancy questions and tools, and a clearly defined work schedule for the assignment.
  • A mid-point presentation to Kvinna till Kvinna and Oxfam staff on research progress that enables adjustment in process and approach as need be
  • A first draft of the report will be made available late August 2022 to relevant Kvinna till Kvinna and Oxfam staff, followed by a seminar to discuss the findings and the recommendations, after which comments, and inputs will be consolidated by the consultant before submitting the final draft.
  • A final written report in English for external use will be made available on September 15, 2022 (based on structure described above, approximately 30 pages in length), including a two-page executive summary of findings and recommendations. The report should include in the annexes mapping of stakeholders, potential advocacy entry points and avenues, key climate change actors and networks, potential donors, potential allies and blockers and potential advocacy actors.

  • A PowerPoint presentation to summarize key findings to share with regional and country teams.

Timeline: Consultancy to commence on or around May 15, 2022, with final external report completed and submitted to Kvinna till Kvinna on or before September 15, 2022.

Application Process and Selection criteria

  • Proven record of conducting quantitative and qualitative research on climate change/climate justice in MENA.

  • Hold an advanced university degree (Masters or higher) in sustainable development, climate change, gender studies or related issues.

  • A minimum of 10 years of professional experience at national and/or international levels in the areas of women’s rights.

  • Has demonstrable knowledge and understanding of the intersections between climate change and gender equality.

  • Extensive experience in policy analysis, report writing including the ability to formulate recommendations based on the findings. Proven record of conducting research and consultations in the region as well as in the targeted countries.

  • Ability to adapt data collection methodologies to situations related to COVID-19 without jeopardizing the health and safety of survey population.

  • Experience working with women’s rights organizations and networks in the MENA region

  • Fluent in English and Arabic, excellent writing skills in English.

  • Ability to plan and meet requirements on time.

A cover letter.

B. Technical offer including how the applicant would tackle the research project in terms of approach and methodology, number of days, time frame and action plan for the research, daily rates, research team size and expertise (if applicable) and any other logistic or ethical consideration.

C. Financial offer that includes a detailed budget including taxes, social security contributions and VAT. Financial offer needs to specify different costs for online survey, pen and paper survey, and a phone survey. Offers have to also include costs for 3%, 4% and 5% margin of error as well as approximate representative population.

D. Previous published examples of similar work.

E. Contracted consultant cannot further subcontract the assignment. In cases where the tender includes a team of consultants, their division of labor shall be presented in advance to Kvinna till Kvinna and Oxfam.
