MISSION CONTEXT
According to UN latest figures about 13.5 million people are affected by the crisis within Syria (with about 6.5 million IDPs) and over 4 million have sought refuge in neighbouring countries or in Europe. The current humanitarian response is far from answering to most urgent needs, growing day by day, with a partial coverage only. 5 years after the initial starting of the crisis, number of injured within Syria and neighbouring countries is still rising, with a patent lack of immediate rehabilitation and psychosocial relief. Inclusion of vulnerability in the global humanitarian response remains a major concern. The lack of follow-up of the most vulnerable persons, having often experienced 2 or 3 displacements may generate discrepancies in the provided relief, and – in neighbouring countries - could even create tensions between refugees and host populations. Voluntary returns and pendulum movements (i.e: Turkish borders) are hurrying the need for risk education dissemination.
HI has been running humanitarian interventions inside Syria since 2012 in the fields of Comprehensive Rehabilitation, emergency basic needs distributions, protection and inclusion, and Mine Action. Projects are managed by 2 separate missions: “Syria Mission” covering Central and South Syria from Beirut and Amman, and “North Syria Mission” from Turkish border cities of Gaziantep and Antakya. Both missions will merge by second quarter of 2016 in one “Whole of Syria” mission, with Amman-based coordination supporting 3 operational hubs in Amman, Beirut and South Turkey. Projects are mainly run through remote partnership modality, alongside with direct interventions in North Syria.
