Turkey: Child Protection Program Manager

We are looking for three highly motivated and qualified individuals to have overall responsibility to manage and implement Child Protection program in South-east Turkey.

Who are we?

Danish Refugee Council (DRC) is an International non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people worldwide. DRC has been operating in Turkey since early 2013, working with by and large with non-camp Syrian refugees and affected host communities. DRC Turkey program, headquartered in Ankara, have more than 200 employees – based at the DRC offices located in SanliUrfa, Hatay and Kilis with expansion plan to Karaman-marash. DRC also works with partners in Sanliurfa, Izmir and Bodrum.

The country funding for 2016 is expected between USD 10 and 15 million, funded by DANIDA, ECHO, UNHCR, UNICEF, DFID, and PRM.

About the job

The Child Protection Program Manager (CPPM) is based in Hatay and has the overall responsibility of managing child protection project. CPPM Manager will manage and guide child protection program staff and overseeing child protection activities in Turkey. S/he will be providing technical support in child protection interventions in the women centres and community centres. S/he will maintain an overview of the monitoring of the situations related to main child protection concerns across the country, the available services and coordinated response in place. S/he will work with the protection department and other DRC sectors to ensure synergy in the implementation of the child protection activities and response across DRC sectors of intervention. The CPPM will lead on designing the DRC Child Protection strategy and contribute to the development of new project proposals.

Duties and Responsibilities

Technical Supervision:

  • Finalize guidelines and standard operational protocols for assistance.
  • Oversee DRC Child Protection programming; ensure compliance and training on DRC Child Protection Policy.
  • Ensure mainstreaming of child protection principles and mechanisms across DRC Turkey operations.

General Programming & operations

  • Ensure qualitative and timely implementation, supervision and reporting of projects activities as agreed with donor;

Representation

  1. Represent DRC on child protection issues before relevant donors, working groups, local authorities, and other stakeholders

Capacity Building

  1. Train and mentor staff, partners, and volunteers in child protection minimum standards, child protection case management / social work standards, child rights, child development, healthy parenting, CPiE, Child Friendly Spaces, etc.

Monitoring & Evaluation

  1. Ensure/facilitate the qualitative and quantitative monitoring of the project through team meetings, post-assistance visits, regular reporting and any other monitoring tools.

Finance, Procurement and Administration

  1. Authorise, monitor, review and follow up for project budgets.

Fundraising / programme development

  1. Identify and contribute to concept notes, proposals and budgets.

Accountability

  1. Ensure DRC Turkey program is compliant with DRC accountability principles (HAP, etc).

Additional Duties:

  • Any other duties related to the nature of the job as directed by the Protection Program Manager, Head of Program, Protection and Migration Advisor, or Country Director;

About you

To be successful in this role you must have:

  • Bachelor degree in Social Work, International Relation, Child Welfare / Development, Law, or other relevant field
  • At least 3 years of proven international experience in Child Protection, advocacy work, and refugee work, with minimum two years in a specific project management position.
  • Capable of leading teams – strong management experience, including working with, mentoring and monitoring local partners.
  • Strong budget management experience.
  • Familiarity with community-based child protection programming and ability to incorporate lessons learned from similar experiences.
  • Solid knowledge and experience with UNICEF regulations, procedures and requirements.
  • High-level of knowledge and practice with Word, Excel, Outlook, etc. required.

Desirable qualifications

  • Experience working in the Middle Eastern region

  • Experience with DRC country programs

  • Arabic/Turkish language proficiency.

We offer

DRC will offer the successful applicants, a nine months contract, and renewable dependent on both funding and performance. You must be available to start work from April 15, 2016.
