Shafak was officially established in 10-10-2013 (registration no. 27-016-129), while it is founded during the early months of the Syrian Crisis in 2011. At its core, Shafak is a grassroots NGO that was formed by Syrians for Syrians, with the intent of addressing the needs of their life with dignity, equality and humanity with a focus on sustainability and autonomy.

Shafak is an impartial, independent, non-profit NGO that exists for the express purpose of providing humanitarian services to vulnerable people regardless of political or religious affiliations and on the long run to contribute to recover and rebuilding the society on freedom, justice and equality basis.

Shafak Organization intends to appoint several Health project (s) Manager in HQ Office.

The position’s scope:

This position will be responsible for the overall management and oversight of one or more health projects in Shafak organization, ensuring follow-up of best practices in project management, meeting donors’ indicators and milestones and build the capacity of project staff.

Reporting lines:

Reports to: Health Program Manager

Location:

Gaziantep office with frequent travel to project implementation sites

Key responsibilities:

  1. Oversee assigned Shafak Project(s) at the field level, adapting the initial design to local context and need.

  2. Analysis and understanding of the project scope (requirements, assumptions, constraints, risks, and other influences).

  3. Creation of the project management plan to meet the need of the project and the organizational process and procedures.

  4. Participate in oversee authorization and performance of activities to produce the project deliverables.

  5. Measure and monitor the project’s progress and appropriate actions to meet the project objectives.

  6. Oversee all project activities in terms of scope, financial, and time liaising with all relevant Shafak departments and field office manager

  7. Follow-up funds received for the project in terms of receiving and dispersing through proper documentation to maintain full financial transparency and accountability

  8. Maintain the principles of humanitarian work throughout the project implementation cycle

  9. Identify opportunities that meets the needs of vulnerable populations while ensuring the project remains in line with policies, sensitising local authorities to the principles of humanitarian work and beneficiary selection in line with best practice and relevant international standards.

  10. Help hire, supervise, performance manage and train local staff to effectively serve their roles in community outreach and mobilization; participatory assessment, project planning and management and through partnership and collaboration with local communities, youth leaders and other NGOs and CBOs

  11. Liaise with Shafak technical units on the design of key components of the project and the training of staff and local partners in technical skills.

  12. Prepare TORs for and facilitate field visits of technical staff to enhance and/or monitor the project.

  13. With close coordination with Shafak’s M&E department, establish a monitoring and evaluation system including tools, training staff and partners to monitor field level activities and adapting the project as needed to increase project impact.

  14. Submit monthly financial and operational report of project to the program manager.

  15. Maintain security guidelines for Shafak field office and ensure staff follow protocols.

  16. Follow and implement any new procedure and guidelines in circulars from Shafak headquarter.

Qualifications:

  1. Health degree /MPM Master in Project Management degree or a combination of relevant education and experience

  2. At least 3 years’ experience of working in the humanitarian field and 2 in project management

  3. Fluent English and Arabic.

  4. Proved understanding of humanitarian programs policies and procedures.

  5. Good understanding of the humanitarian context

  6. Strong oral and written communication skills

  7. Ability to take initiative and work both in a team and independently

  8. Flexible and positive approach to work

  9. Ability to travel to project implementation sites ion regular basis

  10. Able to work in a stressful and changing environment with limited resources

  11. Willingness to stay at different base and field locations depending on the needs of the program. Computer literate
