Relief International is registered NGO in Turkey and is based in Gaziantep to build capacities of Syrian communities to respond their needs in health, water, sanitation and hygiene (WASH), and education.

Position Summary:

Under the direct supervision of Programme Director, the M&E Manager will be responsible for cross-cutting programmatic information management, monitoring and evaluation, and ensuring that information collected is reflected upon, used to improve ongoing programs, and is incorporated into consistently high quality reports. He or she will be responsible for developing (in coordination with program staff), coordinating, maintaining and constantly improving M&E systems to collect information and analyze trends related to emergency response activities and donor requirements, using mobile technology and other technological solutions when feasible. He or she will lead in the design and implementation of M&E plans and indicator and performance tracking systems for the various emergency response projects in response to the Syrian crisis to be implemented inside Syria and in Turkey.

Position Duties and Responsibilities:

· Design M&E plans and performance tracking systems for existing and developing programs.

· Lead in the development of assessment and monitoring tools and oversee monitoring and assessment databases, in coordination with the Information Management Officer.

· Develop Requests for Proposals and scopes of work for third party M&E contractors and manage project implementation.

· Provide reports based on ongoing implementation of M&E plans on a weekly/monthly/quarterly basis to program management team, HQ, and relevant donors; update matrixes for relevant sectors as needed.

· Ensure integrity and sound design for data collection tools used for performance tracking.

· Develop and update country accountability action plans, ensuring proper implementation and follow-up on beneficiary feedback mechanisms.

· Provide ongoing training to staff at all levels of program implementation in the areas of reporting, accountability, monitoring and evaluation.

· Maintain effective communication with RI’s HQ and management team regarding monitoring and evaluation of RI’s projects in Syria and Turkey.

· Assist Program Developer/Managers in project planning and development, advising on M&E data management plans.

· Represent RI at relevant sector/cluster and inter-agency meetings.

· Meet with local and international partners when needed.

· Perform other duties as needed.

Qualifications & Requirements:

This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.

  • Master’s degree in a relevant field or Bachelor’s degree with commensurate work experience;
  • Minimum of five years professional experience in monitoring and evaluation of USAID, EU and/or U.N.-funded projects.
  • Solid background and knowledge of reporting regulations for various donors.
  • Proven data collection and data management experience.
  • Excellent interpersonal, communication, public speaking, and strategic planning skills required.
  • Strong written and spoken English writing skills required; Arabic fluency desirable.
  • Experience in leading trainings on monitoring and evaluation implementation for staff a plus.
  • Demonstrated ability to manage multiple priorities, deadlines, and tasks efficiently.
  • Experience working with IDPs/refugee populations in emergency response context a plus, experience in Middle East/Syria response desirable.
  • Excellent time management skills and resourcefulness with strong attention to detail.
