Shafak was officially established in 10-10-2013 (registration no. 27-016-129), while it is founded during the early months of the Syrian Crisis in 2011. At its core, Shafak is a grassroots NGO that was formed by Syrians for Syrians, with the intent of addressing the needs of their life with dignity, equality and humanity with a focus on sustainability and autonomy.

Shafak is an impartial, independent, non-profit NGO that exists for the express purpose of providing humanitarian services to vulnerable people regardless of political or religious affiliations and on the long run to contribute to recover and rebuilding the society on freedom, justice and equality basis.

Shafak Organization intends to appoint a Procurement & Logistic Manager in its HQ Office.

Title: Procurement & Logistic Manager.

Reports to: CEO

Location: Gaziantep, with frequent travel in Turkey, possibly Syria for Syrian Nationals

1.Main duties and responsibilities:

· Driving Shafak’s logistics strategy development and leading in-country and cross border logistics activities, including international and national procurement, fleet, asset management, distributions and warehousing

· Monitoring overall logistics and procurement performance

· Ensuring that Shafak’s Logistics Manual and procedures are in line with best practices, are fit for purpose, meet minimum operating standards with adequate control mechanisms, and are being implemented and adhered to

· Overseeing timely and transparent purchases within established procurement policies and procedures; Improving accountability through the implementation of a set of monitoring and reporting tools

· Ensuring there is an update of price lists of commonly purchased items; maintain preferred vendors suppliers list and/or blacklists. This includes the development of framework agreements with suppliers for diverse goods/services

· Supervising a proper compilation of all documents related to procurement of services and goods for payments in coordination with the finance department

· Oversee asset and stock management: develop and maintain effective warehouse management systems for an accountable and transparent transit of materials from our warehouses and offices to end users. This includes monitoring and reporting for all warehousing transactions.

· Provide logistical input for the scale up of operations in case of emergencies or programme development

· Provide technical advice to all staff on logistics procedures/compliance as well as conduct training and briefings for teams. Develop the capacity of the logistics team by assessment of staffing capacity, identifying new posts, conducting recruitment and appraisals, and offering general management support

· Facilitate the evacuation of field based teams, in the event of an emergency

· Provide logistical input for procurement plans during proposal and budget writing. This includes compilation of different procurement plans in order to carry out coordinated procurement, ensuring adequate budgeting of logistics and operational needs, reviewing the feasibility of the project in line with current and/or planned logistics capacity and risk management

  • Other tasks as required by line management.

2.Qualifications:

· Bachelors or degree in Business administration or related field.

· Proven working experience in a Logistics manager role for three years at least.

· Familiarity with sourcing and vendor management.

· Ability to gather and analyze data and work with budgets

· Solid judgement with ability to make good decisions.

· Strong leadership capabilities.

· Active Turkish residency · Good experience in designing surveys and assessment. Good in English (writing and reading), Turkish and Arabic are an asset Excellent in dealing with computer specially Microsoft office.
