Project implementation

Management of mobile TSS team

  • Devise daily and weekly workplans for mobile team activities, with the support of the TSS Coordinator
  • Timely reporting of problems and challenges in the sites to TSS Coordinator
  • Timely reporting of security and safety incidents or risks to TSS Coordinator / security focal point

Partner coordination and service monitoring

  • Liaise and coordinate with all humanitarian partners and stakeholders (including relevant authorities) working in the sites, on a day-to-day basis
  • Liaising with Sub National sectors (particularly TSS focal point, Shelter, WASH, Protection)
  • Monitoring of service provision by partners at site level. Support to partners to achieve agreed minimum standards and service delivery quality.
  • Timely reporting any gaps and/or duplication in service delivery and advocating through the appropriate mechanism for achieving agreed minimum standards and service delivery quality
  • Referral of urgent needs at a settlement level to relevant humanitarian actors

Community participation and representation

  • Establish community focal points/committees in the sites, ensuring representation and participation of women, youth, and marginalized groups
  • Organize and chair regular meetings between community representatives and humanitarian agencies, taking minutes of meetings and attendance sheets
  • Support organization of trainings to community committees, humanitarian agencies, and community members, on relevant topics (e.g. protection, fire response, TSS/TSS), with support of TSS Coordinator

Two-way communication with communities and accountability

  • Systematically track types of information needs or information requested at area level
  • Inform TSS Sector hub focal point and hub level humanitarian sectors on what information gaps exist and coordinate plans to address them
  • Gather data on community intentions and share to TSS Coordinator for longer term solution planning
  • Undertake area level messaging and ensure access to information for displaced communities so that they can make informed choices
  • Implement Complaints and Feedback Mechanism (CFM) in the sites, including data management, referrals, rumour tracking, and closing the feedback loop

Information Management

  • Feed into an updated service map at a hub level, with contact details and service details for all humanitarian (and other) services
  • Compile regular reporting from partners on their activities in the sites
  • Conduct and oversee regular data collection, including on service availability and standards in the sites
  • Ensure all reports and data submitted by the TSS team are timely and accurate
  • Participate in assessment and data collection exercises as needed
  • Ensure information is shared back with partners and communities, in coordination with TSS Coordinator

Infrastructure and site maintenance/community led projects

  • Supporting regular assessment of site infrastructure and physical service delivery in the area and identification of hazards alongside safety audit (e.g. drainage, roads, water supply, community infrastructure)
  • Develop and implement Community Led Projects that fulfil community identified Care & Maintenance goals where budget is available; support planning and implementation by contractors as needed
  • Considering environmental impacts of infrastructure works from planning to implementation and taking all the necessary measures to mitigate the impacts as much as possible

Protection mainstreaming

  • Consider gender, protection, and GBV concerns in all aspects of activities
  • Undertake regular participatory safety audits
  • Ensuring that all site maintenance and infrastructure and shelter interventions are carried out through a vulnerability lens; always consider accessibility to infrastructure and inclusion of people with specific needs
  • Promote and adhere to ACTED’s Prevention of Sexual Exploitation and Abuse policy (for site residents, ACTED staff, partner agencies, casual labours)
  • Promote participation and representation of women, youth, people with specific needs, and marginalised groups in all TSS and partner activities
  • Support establishment of referral mechanisms, in collaboration with protection partners
  • Support vulnerable persons including through referral to protection partners, and coordination of support at specific events (e.g. distributions, registration)
  • Ensure data protection and confidentiality is respected in all activities

Project management and reporting

Planning, Implementing and Reporting

  • Submission of all relevant reports and data in a timely, accurate manner (e.g. internal and external including weekly/monthly reporting, information products and updated databases etc.)
  • Work with TSS Coordinator to develop area level strategies, plans, and contingency plans
  • Supporting MEAL activities during project implementation and addressing recommendation of AME department
  • Feed into the PMF to capture project implementation progresses as needed

Logistics

  • Work with TSS Coordinator to provide accurate BoQs for order forms in a timely manner, confirm quality of material selection if and when applicable
  • Ensure a proper management and use of the project assets and stocks
  • Work with TSS Coordinator to plan team movements based on available fleet and applicable policies

Finance

  • Share team inputs to submit BFU(s) and provide accurate forecasts including monthly cash requirements of the project

HR

  • Manage TSS assistants

Transparency and Compliance

  • Ensuring compliance to ACTED internal procedures and donor procedures

Others

  • Support Distribution and WASH teams, as needed, to conduct assessments of site infrastructure and ensure participation of community in identifying and implementing works
  • Perform any additional task as requested by the line manager

Job Requirement (Qualification and Experience)

  1. University degree in a relevant subject;
  2. At least 3 years’ experience in a project implementation position in an NGO;
  3. At least 1 years’ experience in a managerial position;
  4. Excellent capacity to plan, prioritize and multitask;
  5. Excellent team-working skills;
  6. Flexible, and have the ability to cope with stressful situations;
  7. Excellent verbal and written communication skills;
  8. Good English and Turkish skills, both oral and written;
  9. Excellent computer literacy, including MSOffice (Word and Excel);
  10. Preferable knowledge in either (or multiple) of the following fields of intervention: TSS, WASH, Shelter/infrastructure
