Administration and Finance Coordinator

1.Admin. & Fin. Coo. OBJECTIVES

Head of the financial and administrative management of the mission, coordinating and leading the mission Admin team in the capital and the bases (if any). In charge of assuring the administrative and financial procedures of the mission according to ACF-Spain rules and the Turkish local law.

2.Knowledge and experience required:

  • Education:
    • Higher education in financial management, economics or any related field. Profound knowledge of donor guidelines.
    • Knowledge of ACF desirable (organization, mandate, strategy, procedures).
  • Technical experience and skillsets:
    • Experience in the preparation of budgets, financial reports, financial project follow up and audit reports.
    • Minimum 2 years previous experience in financial management and at least 1 year in the humanitarian sector.
  • Sector knowledge:
    • International experience. Demonstrated capacity to work in multicultural environments. Good communication skills. Proved team-work experience and of coordination of staff under its supervision.
  • Organizational knowledge: N/A
  • Languages:
    • Proficiency in English (speech and writing)

3.Profile summary:

The four main pieces of knowledge/abilities this position requires

i. Capacity to efficiently manage and motivate a team of officers

ii. Capacity to engage and build effective relationships with implementing partners and other stakeholders in planning, design, implementation of the Admin. & Fin. Department framework.

iii. Ability to present findings and information to various audiences in writing and speech (line managers, the team, other departments, partners) through formal and non-formal means.

iv. Demonstrated capacities in the design and implementation of the Admin. & Fin. Department frameworks, including functional related plans, data analysis, and results-oriented reporting.

v. Being able to support and strengthen the capacities of the implementing partners: from the identification of needs, planning, execution, follow-up, and evaluation.

vi. Attention to details and effective reporting abilities.

4. POSITION DESCRIPTION

4.1Summary objectives linked to performance appraisals

Objective 1: the Admin. & Fin. Coo. ensures the effective management of admin, & fin team

Objective 2: Work closely with the implementing partners, and with internal stakeholders to ensure the mission’s strategy and finance related plans are integrated and harmonized

Objective 3: Support the rollout and continuous development of financial tools, methodologies, guidelines, and capacity building materials

Objective 4: Accountability - Support the rollout and adaptation of the mission and partner’s accountability and financial framework

Objective 5: Learning – Contribute to improve the mission and partner’s financial and organizational learning

Objective 6: Mainstreaming: As Protection and Gender Mainstreaming is a core part of the organization, all team members are responsible for the cross-cutting approaches during the execution of their tasks.

4.2. Specific expected tasks linked to objectives.

  • To follow the financial planning of the mission through the standard financial management tool (FMT) and update it on monthly basis.
  • To control the coverage plan (CCP: Cost Coverage Plan) and monitor the cost structure of the mission. Budget Follow Up (BFU) of mission contracts.
  • Elaborate and submit contract financial reports.
  • Assure the monthly closing of the accountancy, following the controls defined and according to the established deadlines.
  • Assure the respect of the administrative and financial procedures established by ACF and the donors.
  • Follow up of all payments at mission level and manage relationship with banks.
  • Control and supervision of the respect of any rule regarding the quality and archiving of all administrative and financial documentation according to ACF and donor guidelines.
  • Plan, coordinate and follow up of external audits (coordination with HQ).
  • Train partners on ACF accounting and financial procedures.
  • Coordinate the integration of the partner’s invoices and accounting transactions.
  • Coordinate the consolidation of financial reports sent by partners.
  • Follow up of any treasury request by any partner

5. We offer immediate incorporation into a dynamic international network with the following remuneration package:

Formal employment contract: 3 months contract

Salary: according to Action Against Hunger salary scale and previous experience.

This package includes:

  • Expatriate insurance (health, life, repatriation, travel, etc.).
  • Flights/travel to and from the defined area.
  • R&R per-diem and coverage of travel cost (in accordance with the related policy)
  • Accommodation (in shared guesthouse).
  • Travel expenses to and from the mission.
  • 25 working days of paid annual leave per year.
  • IT systems: Microsoft Word, Excel, and PowerPoint, Financial related systems
  • Mobility: Yes, within Türkiye
