Takaful Al Sham (TAS) has been responding to the Syrian crisis since 2012 and to the Refugee Response in Turkiye since 2013. TAS works in Education, Early Recovery, Food Security, Livelihood & Empowerment, WASH, Protection, Shelter, CCCM, and Emergency Response, where TAS has implemented successfully more than 130 projects in Direct partnership with Institutional donors, UN Agencies, and INGOs such as BHA, SCHF, UNICEF, WFP, UNDP, IOM, CARE, GOAL, Save the Children, Global Communities, World Vision, DRC, WHH, Archenova, Chemonics. Role Purpose:
He /She will be responsible for the management and implementation of the emergency response project that will be implemented in partnership with international non-governmental organizations, to ensure that the
project objectives are properly achieved, follow up on budget spending as planned and ensure documentation and implementation in accordance with the requirements of the administration and donors, and provide periodic reports with full transparency.
He /She will be responsible for the day-to-day follow-up of the project implementation process, providing a timely response to partner and donor requirements. He will be responsible for providing the technical support required for food / distribution of non-food aid / distribution of winterization assistance using several modalities, whether through in-kind distributions or through CVA. He/she will provide timely problem solving and risk management for CVA programs, as well as overseeing needs assessments for local communities. He /She will provide technical direction to field teams and will lead coordination with associated clusters.
Functional and organizational relationships:
The Project Manager is responsible for managing and delivering project and budget activities,
timely reporting and monitoring and evaluation of project achievements. The Project Manager
reports directly to the Program Coordinator and is accountable to the Program Coordinator for the
effective performance of all responsibilities. In the absence of a Program Coordinator leading the
team, the Project Manager reports directly to the Program Manager
KEY RESPONSIBILITIES
Basic tasks and responsibilities
1. Preparing comprehensive implementation plans for the project.
2. Determine the necessary technical requirements for employees working in Syria in the field.
And interviewing candidates to form the required field team.
3. Demonstrated ability to mentor and coach cash-based projects.
4. Day-to-day management of the field team in Syria to ensure that tasks are assigned appropriately, and
that each person completes his task ahead of time with complete accuracy and transparency.
5. Ensures the assignment and receipt of reports and statements from field staff.
6. Reviews and ensures accuracy and adequacy of field staff reports prior to compilation and
finalization and transmission to anyone outside the organization (e.g., Donors, partners, and
related entities)
7. Inform the program coordinator of any possible delay or issue; and provide the necessary suggestions
to address any defect in the implementation of the project and to process change requests.
8. Maintains securely all project related records, reports, and documents.
9. Review all completion reports (financial, logistical, HR, etc.) for the project before they are sent
to any party outside the organization.
10. Preparing weekly, monthly, quarterly, and annual project performance reports. And submit it to
the program coordinator.
11. Organizing regular meetings with the field team of the project inside Syria to find out the
obstacles and try to solve the problems independently.
12. Manage donor and project-related communications.
13. Coordinating with the monitoring and evaluation team to develop the necessary plans to
monitor activities.
14. Contribute to building networks and partnering with other agencies in accordance with the
goals of the organization, including governmental and non-governmental organizations and
communities.
15. Providing the necessary support in writing proposals for projects.
16. Using program management tools, will monitor implementation of projects (on time, financial
and on scope basis); Oversees timely data collection and reporting at the local level.
17. Attending all meetings related to the project (cluster, coordination, finance, programs, etc. and
make presentations to the sector and donors).
18. Provide the necessary technical support in the design and implementation stages of the
project team and the organization. Perform other duties related to the program as assigned and in
accordance with the implementation of the project.
19. Work closely with the logistical, financial and media teams for required issues.
20. Sending continuous updates and sharing information to stakeholders
Qualifications and experience:
• Bachelor’s degree in economics/business administration/engineering.
• An experience of not less than three years in the field of FSL sector.
• At least two years of experience in implementing emergency response projects with vouchers and inkind
distributions.
• Sufficient knowledge of the work area and the Syrian context.
• Very good English language skills (writing - reading - speaking).
• Report writing skills in both Arabic and English.
• Strong knowledge of the project life cycle, preparing periodic and progress reports, in addition to
preparing budgets and operational plans for projects.
• Very good knowledge of international donor terms and their compliance requirements.
• Excellent computer skills in Microsoft Office 365, especially Word, PowerPoint, OneDrive, Outlook
• Ability to teamwork, direct, coordinate, follow up and initiate project development.
• Good proficiency in effective communication and representation skills (oral and written).
• Analytical and problem-solving skills.
• High degree of negotiation, persuasion, planning and organizing skills
desirable:
• To have Turkish citizenship or a valid residency in Turkey.
• Good experience in managing the e-voucher system and producing daily and monthly reports.
Experience in writing proposals and preparing budget.
• Work experience in managing cash-based interventions (CBI) projects in Syria, or a similar position for
three years or more.
• Certificate in Project Management PMD Pro1
