Job Purpose
The Programs Manager at Mercy without Limits (MWL) serves as the linchpin of the NGO's diverse programmatic interventions, ensuring effective planning, implementation, monitoring, and evaluation of initiatives spanning Protection, Education, WASH, Shelter, FSL, Emergency Response, and Orphans programs. Anchored in Gaziantep but with a keen eye on Syria's evolving humanitarian landscape, the Programs Manager aligns MWL's interventions with its overarching mission while adapting to emergent needs and challenges. By fostering a culture of excellence, collaboration, and innovation within the programs team, the role ensures that MWL remains responsive, impactful, and accountable to the communities it serves.
Key Responsibilities
Key Responsibility 1: Program Planning and Strategy
- Lead the development and review of program strategies, ensuring alignment with MWL's mission, objectives, and the evolving needs in both Turkey and Syria.
- Ensure that programs are designed with clear objectives, indicators, timelines, and budgets.
- Coordinate with internal departments and external stakeholders to ensure a holistic approach to program development and implementation.
Key Responsibility 2: Program Implementation and Monitoring
- Oversee the timely and quality execution of program activities, ensuring adherence to MWL's standards and donor requirements.
- Establish and employ robust monitoring and evaluation mechanisms, capturing programmatic impact and lessons learned.
- Promote adaptive management, allowing programs to evolve based on feedback, changing contexts, and emergent needs.
Key Responsibility 3: Team Leadership and Development
- Mentor, guide, and support the programs team, promoting professional growth, collaboration, and a sense of purpose.
- Oversee recruitment, training, and evaluation of program staff, ensuring a competent, motivated, and mission-aligned team.
- Foster an environment of innovation, encouraging the team to identify and pilot new approaches and interventions.
Key Responsibility 4: Coordination and Representation
- Represent MWL in coordination meetings, consortiums, and other platforms, advocating for the NGO's interests and the communities it serves.
- Build and nurture relationships with donors, government officials, partners, and other NGOs, facilitating collaboration and resource sharing.
- Ensure that MWL's programmatic interventions are well-coordinated and complementary to other efforts in the region.
Key Responsibility 5: Reporting and Compliance
- Ensure timely and quality reporting to donors, capturing program achievements, challenges, and impact.
- Oversee compliance with donor agreements, MWL's internal policies, and relevant legal and regulatory frameworks.
- Work closely with the finance and operations teams to ensure sound financial management and accountability within programs.

Qualification (Education/Work Experience/Languages)
Essential:
- Bachelor's degree in Engineering, Social Sciences, Projects Management, Business Administration, or any related field.
- Four years at least of work experience in project management related to MWL’s mandate.
- Two years in program management in humanitarian and development sectors.
- Experience in developing SOPs polices and plans.
- Experience in multi-sector such as Protection, Education, FSL, WASH, and emergency response.
- Fluency in the English Language (4 skills: Listening – Speaking – Reading – Writing).
- Fluency in the Arabic Language (4 skills: Listening – Speaking – Reading – Writing).
Desirable:
- Master's degree in Engineering, Social Sciences, Projects Management, Business Administration, or any related field.
- Eight years at least of work experience in projects and programs management.
- Have a PMP certificate or PgMd.
- Good Command of the Turkish Language (4 skills: Listening – Speaking – Reading – Writing).
- Turkish Nationals.
