MWL is a humanitarian, advocacy, non-profit organization dedicated to working with communities in order to overcome poverty. main priorities are aimed at empowering women, youth, people with disabilities, and children by enabling them to participate in economic, social, and civil spheres. We aim to protect women, youth, people with disabilities, and children's rights by the constitution and legislation systems.

Job Purpose

To provide leadership and strategic direction for the MEAL department, ensuring effective monitoring, evaluation, accountability, and learning processes are in place and integrated across all programs of "Mercy without Limits - MWL".

Key Responsibilities

Key Responsibility 1: Strategic Planning and Implementation

  1. Lead the development and execution of the MEAL strategy aligned with MWL’s objectives.
  2. Integrate MEAL processes into program design and implementation ensuring quality and accountability.
  3. Foster a culture of continuous learning and improvement across the organization.

Key Responsibility 2: Monitoring and Evaluation

  1. Oversee the development and implementation of monitoring and evaluation frameworks and plans.
  2. Ensure timely and quality data collection, analysis, and reporting.
  3. Collaborate with program teams to ensure monitoring findings inform program adjustments.

Key Responsibility 3: Accountability and Feedback Mechanisms

  1. Establish and oversee accountability mechanisms, ensuring beneficiaries and stakeholders can provide feedback.
  2. Manage and respond to feedback in a timely and appropriate manner.
  3. Advocate for and support the mainstreaming of accountability measures across all MWL programs.

Key Responsibility 4: Learning and Knowledge Management

  1. Develop a learning agenda and ensure it's integrated into program evaluations and assessments.
  2. Organize periodic learning events and workshops to disseminate findings.
  3. Ensure lessons learned are documented and integrated into program design and implementation.

Key Responsibility 5: Capacity Building

  1. Identify MEAL capacity-building needs within the organization.
  2. Develop and deliver MEAL training and mentoring programs for staff.
  3. Promote a culture of data-driven decision-making and evidence-based programming.

Key Responsibility 6: Reporting and Documentation

  1. Ensure the program meets the organization's quality standards and complies with internal policies and external regulations.
  2. Oversee the development of high-quality program and MEAL reports for internal and external stakeholders.
  3. Ensure all MEAL documents are appropriately archived and easily accessible.
  4. Collaborate with program teams to ensure donor reporting requirements are met.

Key Responsibility 7: Coordination and Collaboration

  1. Represent MWL in external MEAL networks, working groups, and forums.
  2. Build relationships with other NGOs, government agencies, and donors in the MEAL domain.
  3. Ensure coordination between the MEAL department and other MWL departments.

Key Responsibility 8: Resource Management

  1. Develop and manage the MEAL budget, ensuring optimal allocation of resources.
  2. Oversee the recruitment and management of the MEAL team, ensuring their professional development and well-being.
  3. Ensure the procurement of necessary MEAL tools, technologies, and equipment.

Note: The above-mentioned key responsibilities/accountabilities are illustrative ones. Other future responsibilities/accountabilities may be assigned to the job depending on the department's organizational chart.

Qualification (Education/Work Experience/Languages)

Essential:

  • Bachelor's degree in Engineering, Social Sciences, Projects Management, Business Administration, or any related field.
  • Four years at least of work experience in MEAL related to MWL’s mandate.
  • Experience in developing SOPs polices and plans.
  • Experience in multi-sector such as Protection, Education, FSL, WASH, and emergency response.
  • Fluency in the English Language (4 skills: Listening – Speaking – Reading – Writing).
  • Fluency in the Arabic Language (4 skills: Listening – Speaking – Reading – Writing).

Desirable:

  • Master's degree in Engineering, Social Sciences, Projects Management, Business Administration, or any related field.
  • Seven years at least of work experience in projects and programs management.
  • Good Command of the Turkish Language (4 skills: Listening – Speaking – Reading – Writing).
  • Turkish Nationals.
