General Description of the Program
GOAL has been working in Syria since 2012, responding to the acute needs of conflict affected communities. GOAL is working in Idlib Governate, in close coordination with local partners, delivering food, non-food and cash voucher programming to highly vulnerable populations, and has recently expanded programme sectors to include provision of Water, Sanitation and Hygiene (WASH).
Job Purpose:
The main function of this position is to ensure that the GOAL Syria programme is fully compliant with GOAL and its donors’ rules and regulations. H/She will work across all departments including programmes, finance, logistics, HR and GOAL’s internal audit and compliance unit, and will work under the supervision of the Internal Audit and Compliance Coordinator (IAC Co).
Key Duties:
· To stay informed of and ensure adherence to the standard of GOAL procedures and policies in relation to Logistics, Finance, HR and Programmes as set out in the
– Current HQ Logistics Manual & GOAL Syria Procurement & Authorization Levels Chart
– HQ Finance Manual & GOAL Syria finance procedures and polices
– GOAL’s Partnership Manual
– GOAL’s Training guidelines
– GOAL Syria HR Manual
– GOAL Grant Management Guidelines
– GOAL Dublin HQ proposal / interim / final report checklists
– HQ Safety & Security policies & GOAL Syria Security Standard Operating Procedures (SOPs)
– Have an understanding and awareness of GOAL’s M&E processes and guidelines, and how they contribute to the internal control environment
· Monitor monthly – Track and provide updates of key compliance updates per donor/award across all GOAL departments:
– Liaise with IAC Co to ensure compliance across all departments of GOAL Syria
– Link with relevant departments in resolving issues arising from monthly/quarterly reviews
– Monitor capital equipment purchased
– Monitor/archive the results of food tests
– Monitor international flights
– Monitor suppliers activity
– Monitor distributions activity
– Review ATC compliance
– Source and origin details logged and monitored for all procurements
– Monitor expenditure by GOAL’s implementing partners
· Timely and effective communication and filing of all results and findings of the above
· Follow up and close any issues identified from audit & quarterly compliance report
· File maintenance and administration tasks as required
· Monthly programs audit of hardcopy files kept in Antakya
· Facilitate both internal and external audits as required
· Review and reconcile stage payments to supplies
· Assist the IAC Co in conducting compliance training and developing training tools for GOAL partners/sub-grantees
· To conduct any ad-hoc internal audit, compliance and financial investigation assignments as requested by the IAC Co, ACDS CD and/or Head of Internal Audit, Risk & Compliance, Roving Internal Auditors or HQ Compliance Department.
· Any other duties as requested by IAC Co.
Requirements:
· University graduate, background in, management, administration, finance or related field.
· Preferably a qualified accountant
· At least 2 years finance experience (audit experience strongly preferred)
· Excellent computer skill in Microsoft Word, Microsoft Excel
· Ability to learn new systems and IT software quickly and effectively
· Organised and flexible, ability to respond to changing priorities
· Ability to work independently on own initiative, assess risk and make plans accordingly
· Good English and Arabic language skills (spoken and written), Turkish an advantage
· Prepared to work in insecure environments
· Flexible and creative approach with a proven ability to resolve issues and identify solutions;
· Excellent time management skills and the ability to prioritise work when under pressure;
· Excellent communication and interpersonal skills;
· Attention to detail
· Excellent communication skills while interacting with colleagues and partners
· Previous NGO experience and knowledge of donors is an advantage
