Country Office Background
Turkey hosts more Syrians than any other country in the world, with over 2.7 million receiving temporary protection in the country. The country also hosts a number of refugees from Afghanistan, Pakistan, Iraq and other African countries.
NRC started the country operation in Turkey in 2015 and anticipates rapid growth over the coming months as we scale up to support this large population of refugees.
NRC is working closely with government, UN and other humanitarian actors to provide scaled up assistance to meet the basic needs of these refugees as well as following the trend for integrative approaches into Turkish public services. The government has developed a policy and legislative framework around the temporary protection status provided to Syrian refugees and has a history of hosting other refugees from the region.
Role Specific
NRC Turkey is currently recruiting an Education Project Manager for this growing operation in Ankara.
As of early 2016, 2 out of 3 Syrian refugee children in Turkey aged 10 to 14 were not enrolled in any learning activities. Most of the children in this vulnerable age group have been out of school for the past 5 years or have been receiving limited conflict-affected education opportunities prior to their arrival in Turkey. Our teams will work with the government and other actors to help these children access learning opportunities.
The Ministry of National Education has identified the certification of learners as the main task to be undertaken to ensure that the current generation of Syrian children gain recognised education levels. The vast majority of Syrian refugee children in Turkey have not accessed educative learning opportunities for the past 5 years and the Turkish government is set to reverse this situation.
The NRC Education Project Manager will work closely with the key stakeholders to develop processes that would provide learning pathways for these out of school children to access learning opportunities that would lead to transferrable certification. **
For this interesting role our ideal candidate is:
A university graduate (Education) with knowledge of learning and pedagogical approaches. A minimum of 3 years demonstrated experience working on Education Programmes in humanitarian or recovery contexts and a solid understanding of the INEE standards and work approaches. Must have the ability to work under pressure and be able to inspire and motivate teams. Excellent English communications skills, both written and verbal are important to this role. A knowledge of Arabic and/or Turkish would be an advantage. **
*Key Job Tasks and Responsibilities:**
Strengthen NRC's response to prioritized country advocacy and protection issues both within the country and internationally.
Provide timely and context specific information to internal and external stakeholders.
Support and train programme staff to mainstream protection and do-no-harm into their projects and activities and respond to prioritised advocacy and protection concerns.
Play an active and strategic role in the humanitarian community to strengthen the advocacy and protection response in accordance with the NRC country strategy.
Represent NRC’s global work in accelerated learning amongst the key stakeholders in Turkey.
Contribute to the work of MoNE, UNICEF and UNHCR on accelerated learning and catchup classes to ensure maintenance of standards, common approaches, priority of focus and introduction of innovation.
Lead NRC’s approach to contribute to the learning environment in Turkey by bringing innovation and new tools that would support self-learning, community based learning or household supported learning.
Understand broad and specific education concepts of education programmes in an upper middle income country like Turkey.
Provide guidance to the Education team on solutions for out of school children and approaches that would shape the work on NRC as well as the work undertaken through partners.
Build consortium of partners to focus on increasing the potential for out of school children in Turkey to access standards of education that would lead to national certification.
Understand context of refugee and host communities in Turkey and work with the Education team to ensure that projects respond to the context and identified needs.
Train and coach NRC’s Education staff on education approaches during emergency responses particularly those linked to the Inter-Agency Network for Education in Emergencies (INEE).
Develop and roll out training for partners on INEE standards and approaches.
Represent NRC education team in education working group or related sector meetings.
Any other task relevant to the position as requested by the line manager.
This is an initial 12 month contract
