Country Office Background
Turkey hosts more Syrians than any other country in the world, with over 2.7 million receiving temporary protection in the country. The country also hosts a number of refugees from Afghanistan, Pakistan, Iraq and other African countries.
NRC started the country operation in Turkey in 2015 and anticipates rapid growth over the coming months as we scale up to support this large population of refugees.
NRC is working closely with government, UN and other humanitarian actors to provide scaled up assistance to meet the basic needs of these refugees as well as following the trend for integrative approaches into Turkish public services. The government has developed a policy and legislative framework around the temporary protection status provided to Syrian refugees and has a history of hosting other refugees from the region.
Role Specific
NRC Turkey is currently recruiting an Education Specialist Manager for this growing operation in Turkey.
As of early 2016, 2 out of 3 Syrian refugee children in Turkey aged 10 to 14 were not enrolled in any learning activities. Most of the children in this vulnerable age group have been out of school for the past 5 years or have been receiving limited conflict-affected education opportunities prior to their arrival in Turkey. Our teams will work with the government and other actors to help these children access learning opportunities.
The Ministry of National Education leads the education strategy for all learners in Turkey and that includes refugee children. NRC’s added value to this process is the introduction of its “Better Learning Programme”, “Youth Empowerment package”, global work in the accelerated learning working group and the key contribution at the level of the Inter-Agency Network on Education in Emergencies (INEE). These are the main areas of focus that the Education programme has in Turkey and the areas of leaderships expected from this post. NRC will work with MoNE, UNICEF, UNHCR and national partners to build the Education programme and to ensure that NRC’s country strategy is in harmony with those of other agencies in Turkey.
This post will be in charge of setting up, managing and monitoring NRC’s Education programme in Turkey. Turkey is a new NRC country office and support to non-formal education for approximately 235,000 out of school Syrian Children aged 10-14 is the priority for NRC in Turkey. ICLA and Education are the two pillars on which NRC’s country strategy is based and this post is therefore a strategic position in the country office and is established to also integrate protection and education results in the country programme.
*For this interesting role our ideal candidate is:**
Post graduate qualification (Education) with a minimum of 4 years demonstrated experience working on Education Programmes in humanitarian or recovery contexts and a solid understanding of the INEE standards and work approaches. Experience working in urban refugee settings is desirable. Documented/proven results related to advocacy messages, coordination and networking. A knowledge of Arabic and/or Turkish would be an advantage.
*Key Job Tasks and Responsibilities:**
Strengthen NRC's response to prioritized country advocacy and protection issues both within the country and internationally.
Provide timely and context specific information to internal and external stakeholders.
Support and train programme staff to mainstream protection and do-no-harm into their projects and activities and respond to prioritised advocacy and protection concerns.
Play an active and strategic role in the humanitarian community to strengthen the advocacy and protection response in accordance with the NRC country strategy
Specific
Provide support and guidance to the non-formal education (NFE) projects implemented in country
Develop a Youth program adapted to the Turkey context and in line with the regulations of the Ministry of National Education
Training, capacity building and development of national staff
Assist and support needs assessments and plan response to new emergencies
Offer technical support to team and partners in formulating country specific policies, strategies, and guidance on the strategic direction of the education program for NRC in Turkey.
Regularly review all education related activities to ensure that they are of quality and aligned to the country strategic plan, program outlines
Build the capacity of the education team to ensure effective implementation at all levels program
Monitor all Education projects of NRC and its partner, plan actions for evaluation, and corrective actions to ensure smooth progress and achievement of set targets.
Identify local resource mobilization opportunities and provide technical assistance in the development of fundable proposals to support implementation of learning /or related programs
Initiate, develop and nurture cordial relations with relevant government ministries, partners, and the wider stakeholder fraternity and represent NRC policies in education
Ensure sound relations with MoNE, UNICEF and UNHCR on all aspects of Education programming ensuring maintenance of standards, common approaches, priority of focus and introduction of innovation.
Lead NRC’s approach to contribute to the learning environment in Turkey by bringing innovation and new tools.
Understand broad and specific education concepts of education programmes in an upper middle income country like Turkey.
Provide guidance to the Education team on solutions for out of school children and approaches that would shape the work on NRC as well as the work undertaken through partners.
Understand context of refugee and host communities in Turkey and work with the Education team to ensure that projects respond to the context and identified needs.
Train and coach NRC’s Education staff on education approaches.
Develop and roll out training for partners on INEE standards and approaches.
Represent NRC education team in education working group or related sector meetings.
Any other task relevant to the position as requested by the line manager
This is an initial 12 month contract
Salary/benefits: According to NRC’s salary scale and terms and conditions
Duty station: Ankara
Approved health certificate will be requested before contract start
