The role
The Director of Programme Implementation, Turkey, leads on the delivery of high-quality, innovative programs that deliver immediate and lasting change for children in Turkey in accordance with the country strategy. The incumbent is responsible with overseeing the execution of Save the Children's response within Turkey targeting refugee and host communities. The position is responsible for the delivery of programmes in Turkey and leads on direct implementation and engagement with key stakeholders throughout the project management cycle.
The position will represent Save the Children and the organization's interests with national actors and contributes to ensuring operational compliance with local legislation. The incumbent will build relations with government officials, aid agencies, and UN offices; develop programme strategies together with technical advisers; and ensure an accountable response benefiting the needs of children so they can grow up to fulfil their potential.
The position is responsible for ensuring Humanitarian Response Strategy for Turkey is implemented and supports CO in leading any work on further strategic planning.
QUALIFICATIONS AND EXPERIENCE
- Substantial management experience in a humanitarian setting including significant field operations experience in both emergency and development programmes
- Master degree in development or other social sciences or experience that could be evaluated as commensurate.
- Robust experience of emergency programme cycle management, and with experience of working within a complex and matrix organisation structure
- Demonstrable experience empowering and advancing staff
- Demonstrable experience successfully managing funds from a range of donors
- Experience in international humanitarian systems, institutions and donors, and of procedures, accountability frameworks and best practices in emergency management
- Familiar with effective financial and budgetary control
- Solid project management skills related to organisational development projects and international, cross-functional teams with a proven history of delivering results
- Ability to analyse information, evaluate options and to think and plan strategically
- Previous experience of managing and developing a team and the ability to lead, motivate and develop others
- Excellent interpersonal, communication and presentation skills
- Commitment to and understanding of Save the Children's aims, values and principles including rights-based approaches
- Fluency in English and Turkish required and Arabic desirable
