The Stabilisation Network (TSN) is a Counter-Violent Extremism (C-VE) research and programming consultancy working for governmental clients globally. TSN is seeking expressions of interest from candidates and practitioners with the right blend of academic, technical, linguistic, geographical and thematic expertise who are interested in joining TSN’s dynamic team as Measurement, Learning and Evaluation (MLE) officers.

Opportunities exist at varying levels of seniority; however the focus of this call is on individuals with an interest and experience of MLE activities in support of projects and programmes in the fields of counter radicalisation and recruitment into violent extremism, conflict, stabilisation and development. MLE officers support effective, results-oriented delivery by overseeing project and programme monitoring and evaluation activities, managing international and national MLE personnel, facilitating sound programme design and ensuring the collection of field data using qualitative and quantitative methodologies in order to assess project and programme outcomes and impact.

MAJOR RESPONSIBILITIES:

  • Provide projects and programmes with ongoing inputs to enhance project effectiveness and work with project and programme managers to improve outputs and outcomes, as well as the assessment of impact.
  • Conduct interviews, commission web-based and field research to identify and report on delivery and results.
  • Support programme and project design through facilitation of design sessions and quality assurance checks.
  • Design MLE frameworks, including the elucidation of theories of change and programme logic.
  • Procure third party research and translation services as needed.
  • Lead on continuously updating and creatively innovating TSN’s approach and methodologies, including keeping current on the latest professional developments in MLE.
  • In collaboration with Human Resources colleagues, ensure all TSN programmatic, research and MLE staff are trained, understand and can implement TSN’s approach and methodology.

REQUIREMENTS:

Essential

  • Minimum of 3-5 years MLE experience in relevant programmatic areas (Communications and Media, Youth Engagement, Gender, Education, Civil Society Capacity Development, Peace-building and Conflict Transformation, Security Sector Reform).
  • Degree in relevant field (Monitoring & Evaluation, Development Studies, Conflict or Peace-building Studies, or equivalent). Master degree preferable.
  • Experience of project and programme design, especially in conflict settings.
  • Strong commitment to values of data-based decision making, transparency, methodological rigor and programme learning.
  • Willingness to collaborate with programme or project managers with limited time and knowledge of MLE principles.
  • Experience of reporting writing for governmental donors and presentation of reports and findings to clients.

Desirable

  • Language competence highly desirable (Arabic, French, Pashtu, Urdu, Swahili, Farsi).
  • Experience with remote monitoring and management.
  • Genuine interest in other cultures, history, language and people.
