General Description of the Programme:
GOAL is an international NGO operating across the globe. Our mission is to work towards ensuring that the poorest and most vulnerable in our world and those affected by humanitarian crises have access to the fundamental rights of life, including but not limited to adequate shelter, food, water and sanitation, healthcare and education. GOAL opened an office in Turkey in 2012 and an office in Ankara for Turkey Program in 2016. Subsequently, GOAL has worked towards creating a multi-donor programme in the southern Turkey with a particular focus on health and protection and is currently expending its work to Central and Western Turkey.
Job Purpose:
The Grants and Partnership Coordinator manages the grant and sub-grant portfolio of GOAL Turkey. The Grants and Partnership Coordinator oversee concept and proposal development processes to develop new, and maintain existing, programme funding for the Turkey programme. In collaboration with the Head of Programme and the Partnership Officer, he/she oversee the contractual relationship between GOAL Turkey and its partners, ensuring that reporting done on time and that it is properly incorporated into GOAL’s reporting to donors. S/he will also play the role as primary contact point on contractual and grants issues with partners. The Grants and Partnership Coordinator reports to the Head of Programs, and supervises the Partnership officer, working collaboratively with programme coordinators, finance manager and MEAL coordinator, amongst others.
Grants Management & Coordination
· Manage all donor reporting processes through the coordination and drafting of high quality donor reports for the GOAL Turkey grant portfolio, ensuring timely submission for internal reviews and submission to donors.
· Develop and maintain grant management tools, such as reporting and proposal trackers, regularly circulating to relevant staff.
· Ensure that regular grant management meetings are held, with minutes and relevant documents disseminated, and action points followed up on.
· In collaboration with the MEAL coordinator ensure that active grants and partners are meeting the contractual objectives as per donor agreement in line with the objectives set up in the proposals.
· Ensure that donor compliance rules and regulation are met at all time
· Line management responsibility of the Partnership Officer; communicating clear expectations, setting performance objectives, providing regular and timely feedback to continue their professional development.
Proposal development
· Lead the development of new/existing programmes through drafting high quality concept notes, proposals and modifications, working closely with Programme Coordinators.
· Organize Proposal Development Meetings, disseminating relevant documents and ensuring timelines are understood by all departments.
· Coordinate timely proposal development, working with programme coordinators, the MEAL coordinator and senior staff to develop high quality proposals in line with GOAL Turkey strategic plans.
· Responsible for timely submission of new proposal or award modification
· Review GOAL Turkey’s partner proposals and budgets when requested, providing constructive feedback
Sub-grants management and coordination
· In collaboration with the Partnership Officer, draft sub-grant agreements and all sub-grant agreement modifications. Act as the focal point between partners and GOAL departments for the review and approval of all such documents. Facilitate signature of agreements by GOAL and partners.
· Ensure timely liaison with the finance and compliance departments to ensure that all necessary contractual documentation is in order.
· Lead in conducting pre-award due diligence and GOAL organization profile and other screening assessments of current and potential partners
· Provide support to partners to ensure understanding of GOAL required policies and procedures as per the sub-grant agreement and best practices (procurement, financial reporting, child safeguarding, etc.) and plan and organize - when needed- training to partners on relevant topics as per GOAL’s capacity building strategy.
· Be an active participant in the Grants Department, supporting the overall outputs of the department as per requests from the grants manager - and represent GOAL when requested to coordination meetings, partners’ event etc.
· Carry out regular visit to Partners’ field site and organize monthly meeting with partners, maintaining good working relationship with Partners.
Partner’s reporting
· Coordinate and ensure timely submission of partners’ reports
· Review of partner narrative reporting and provide feedback to Head of Programmes or relevant programme team
· Work in collaboration with the MEAL Coordinator and the Head of Programmes to ensure that Partners’s programme implementation is monitored appropriately and reporting is accurate and in line with targets and objectives set up in the agreement
· Assist implementing partners in developing the skills for timely quality narrative and financial reporting, as applicable to the project.
And, any other duties as outlined by the Head of Programmes.
Person specification
· Graduate qualification ideally with a specialisation in development, humanitarian aid, international law, social sciences or another relevant field
· Minimum 3 years’ experience in proposal development (including logframes and budgets) and donor reporting, preferably with an INGO in a similar capacity in a field position
· Knowledge of donor mechanisms such as OFDA, DfID and ECHO; with knowledge of donor compliance advantageous
· Working knowledge of budget development and management
· Excellent analytical and writing skills in English; knowledge of –Turkish and/or Arabic desirable
· IT skills, especially in Word and Excel with ability to analyse data and interpret statistical information
· Ability to work under pressure, and prioritise workload according to the changing needs of the programme
· Good interpersonal skills and commitment to capacity building
· Enthusiastic, flexible and with the ability to work long hours to meet the needs of the programme
· Understanding of mainstreaming principles, including gender and child protection
