General Description Of THE PROGRAM
Big Heart Foundation is a non-profit, non-governmental organization founded in 2013 to fill gaps in the response to the ongoing conflict in both Syria and Iraq. Big Heart has been operational since June 2013 providing humanitarian aid to conflict affected populations including essential food and Non-Food Item (NFI), Water, Sanitation & Hygiene (WASH), Livelihoods and Education services. We specialize in the delivery of targeted and transparent aid to highly vulnerable populations in the hardest to reach and correspondingly most underserved areas of northern Syria and northern Iraq. Big Heart plays a key role in leading the coordination of, and advocacy for, Syrian, Iraqi, and diaspora-led organizations responding to the crisis, and has recently launched programming in bot Turkey and Iraq.
MAIN OBJECTIVES OF POSITION
The M&E Manager will be responsible for designing and implementing the M&E framework for all program activities. He/she will work closely with the Programs Coordinator to ensure effective monitoring and evaluation of all project activities and with Program Managers to ensure results are used to continually inform and improve program delivery and design. The M&E Manager will have overall responsibility for the accurate collection & analysis of M&E data, for disseminating key results with relevant Big Heart colleagues and agreeing recommendations to improve program implementation and design.
TASKS and RESPONSIBILITIES
M&E activities
· Working closely with the Programs Coordinator, develop standard and project specific M&E plans for all project activities. This will include: Distribution Monitoring, Post Distribution Monitoring (PDM) and satisfaction surveys in addition to needs assessments and baseline / end line surveys.
· Develop tools for all M&E activities, including templates for data collection and data entry and ensure clear systems and processes (including sampling plans) are in place and understood by field teams.
· Ensure that routine project monitoring takes place on time (including distribution monitoring, PDM and satisfaction surveys with stakeholders) and that results are analyzed and shared with relevant staff (Turkey and Syria).
· Co-ordinate, supervise and review all surveys, baseline/end line surveys, assessments and evaluations including; coordination with M&E staff within Big Heart’s partner organizations, designing tools and sampling methodologies, training teams, planning fieldwork, producing analysis and reports.
· Working with the Programs Coordinator and field teams, develop mechanisms to support beneficiary accountability, including established mechanisms for community feedback and communications.
· Oversee the effective communication and use of monitoring data and feedback/complaints to improve current programming, including development of agreed recommendations to ensure continual improvements to the quality and appropriateness of all program activities.
· Promote and strengthen the understanding of the importance of M&E within the country team, ensuring buy-in and understanding of M&E’s role in informing and improving all stages of program design and implementation.
· Ensure that learning is captured and shared effectively to improve project implementation / design.
HR Management
· Overall management of the M&E team
· Direct management of the M&E Officers Turkey and Syria
· Ensure adequate staffing for all M&E activities, including liaison with HR on recruitments.
Capacity building
· Organize and conduct M&E trainings for Big Heart management and field-based staff, in particular the M&E tools and processes used by Big Heart.
Others
· Represent Big Heart at relevant coordination meetings.
· Any other duties as requested by Line Manager.
COMPETENCIES REQUIRED
Languages: Fluency in speaking, reading, and writing in English & Arabic required.
IT: IT skills, especially in Word and Excel with ability to analyse data and interpret statistical information.
Personal skills: Ability to work under pressure, and prioritise workload according to the changing needs of the program. Good interpersonal skills and commitment to capacity building. Enthusiastic, flexible and with the ability to work long hours to meet the needs of the program. Excellent attention to detail and organizational skills.
EXPERIENCE REQUIRED
· Minimum 2 years of experience developing and leading M&E processes.
· Proven experience in data analysis and the production of quality reports and recommendations.
· Minimum 1 year experience team management.
· Demonstrated communication and organizational skills.
· Solid information analysis and report writing skills.
· Minimum 2 years’ experience in M&E methods and approaches (including quantitative, qualitative and participatory)
EDUCATION REQUIREMENTS
Advanced degree in social science, statistics, qualitative analysis, M&E or related degree.
