GOPA Consultants are searching for a suitable candidate for the position “Civil Engineer” for the Management Unit (MU) of an international fund providing relief to population in Syria suffering from the ongoing conflict. Work location is Adana, Turkey.

1. Key Responsibilities
The incumbent shall be the focal point for all related Civil Engineering works in all the related sectors in which the programme has, supervision and management and ensure quality and relevance of the projects’ delivery in fulfilling its objectives, with particular responsibilities to:
· Report and work under the direct supervision of the Programme Section Head.
· Plan and introduce an effective technical solutions’ database on needs (potential and actual) in sub-sectors focusing on Civil Engineering works and related infrastructure in urban and rural areas.
· Liaise and collaborate with Implementing Entities (IEs) through the SMEs on project concepts’ initiation and proposals’ preparation. At all stages of the project cycle and for all the sectors that SRTF is working. The Civil Engineer will highlight Organization’s capacity building, aid coordination, good communication and sound management practices so that best practices in community engagement, need identification, intervention design, project implementation, monitoring and evaluation, transparency and reporting are applied in all the projects part in relation to civil engineering works.
· Provide the necessary guidance and support to IEs in the collection and elaboration of the necessary data and information related to civil engineering for project proposals.
· Supervise and coordinate the IEs for timely preparation of design and BoQ proposals for submission, discussion and approval by the Head of Programme Section.
· Develop the required methodology and framework under which each project shall be implemented, and provide guidance on good environmental practices and mitigation
· Measures on environmental impact during implementation.
· Coordinate with the Projects’ Coordinator on project assessment, Field Coordination Officer’s (FCOs) appraisal on IEs site engineers’ capacity, and situation analysis which have direct impact on project viability.
· Liaise actively with the IEs on the information needed for the Civil Works in the project development and make sure that all the materials delivered and construction built by the IE are correct and good to build up the project.
· Engage and participate with the Programme Team Colleagues the application and assist the IE and the SMEs on the civil works required to be incorporated into the preparation of the Project Concept Proposals.
· Provide plans for capacity building and technology transfer to IEs and organize workshops for counterparts in project planning, design, preparation of necessary documentation (BOQs, Specifications, tenders, contracts, etc.).
· Monitor approved project proposals and the Civil Works involved in the stages of design, contract agreements, procurement process, and implementation, and report to the Head of Programme Section on corresponding challenges.
· Establish key monitoring milestones for the civil works in each of the projects during preparation phase, performance, budgets, and quality assurance on delivery.
· Prepare reports on monthly basis for project progress implementation in the field, weekly update reports on the project preparation and other kind of reports in relation to the Programme Section activities as will be assigned to him by the Programme Section Head.
· Attend meetings, as required, and contribute to the Programme Section needs through
· Professional knowledge and “problem-solving” approach.
· Work closely with the SMEs and coordinate on continues bases on the Civil Works they have in each Sector during all the phases of design, tendering, implementation and completion.
· In coordination with the Head of Programme Section, and the colleagues of the Programme Section.

3. Reporting
The Civil Engineer is responsible to
· Prepare and submit progress report during the weekly Programme Section Meeting.
· Prepare and submit status and progress for all the construction sites related to all the Sectors to be included in the overall Programme Section reporting for newsletters and the Organization’s quarterly report.
· Adhere to Organization’s regulations on security and confidentiality.
4. Supervision and guidance received
The Civil Engineer shall work under the direct supervision and reports directly to the Head of Programme Section.
The Civil Engineer shall also collaborate with and coordinate on project issues with other Sector Heads, as required, and under the guidance of the Head, Programme Section.
5. Qualifications/Experience/Language**
A university degree in Civil Engineering or related discipline. Professional accreditation from renowned engineering institution required.
Minimum 10 years’ experience in reconstruction-development sectors, with main focus on design and implementation of projects.
At least 3 years of work experience in key management posts in multi-discipline projects including multi-story buildings, contracts management, and institutional capacity building.
Computer literacy in basic software applications, (Microsoft office, etc.) and Engineering Programmes such as Microsoft project, SAP, AutoCad, and other related design soft wares.
Project Management Certification (e.g. PMP), and Applications (e.g. MS Project, Primavera, etc)
Proficiency in Arabic and English is required.

Experience in working in Syria
Working knowledge in Turkish shall be positively considered.
