DESCRIPTION

Oxfam has been working in the OPT and Israel since the 1950s, and established a country office in the 1980s. Oxfam affiliates working in OPT/I have developed a joint Country Strategy that guides Oxfam’s work from a programmatic point of view as well as an operating model which describes the modalities for achieving the defined program objectives. Coherently with Oxfam approach, OIT programs reflect the ‘One program approach’ where humanitarian and development work is linked strongly with policy and advocacy work. Moreover, a far more integration of programs, finances, staff and systems among Oxfam affiliates is on-going and it will allow Oxfam to become more efficient, have greater impact and a stronger voice
THE PROJECT
The project “From emergency actions to development: Support and protect the livelihoods of communities in Area C of the West Bank”, is funded by the DGD (Direction Générale Coopération au Développement et Aide Humanitaire), Belgian Government trough Oxfam Solidarité. The action covers 31 communities situated in the area designated as E1 in the Jerusalem periphery. The beneficiary communities chosen include those at greatest need of humanitarian interventions to enhance their livelihoods and food security as a consequence of restrictive measures imposed by the Government of Israel (GoI) in violation of International Humanitarian Law (IHL). Therefore, the specific objective of the action is to improve the food security and livelihood of herders’ communities in Area C (E1/ Jerusalem periphery) through support for livestock and an increased protection mechanism.
MAIN RESPONSIBILITIES
The post holder, working under the line management arrangements set at country level and with the support of project staff directly managed and of finance colleagues, will be responsible for the quality deliver of the project. Namely:
· Undertake and have final responsibility for budgeting and planning as well as for procurement activities, financial management, monitoring and technical and financial reporting of the assigned project according to the donors’ requirements and in line with the Oxfam procedures
· Ensure the proper management of the relation with local partners, including through the agreement and monitoring of partnership agreements;
· Ensure management of the staff pertaining to the project: selection, training, terms of reference elaboration, supervision, evaluation, staff development in consultation with the line manager;
· Ensure, in coordination with administrative staff in country and at the HQ for the financial part, reports are prepared timely and according to donor procedures and Oxfam quality standards;
· Ensure in coordination with the Oxfam Policy Team (department) the integration and correct implementation of policy activities linked to the project
· Build and maintain relevant relationships and develop networks with relevant governmental institutions, local authorities and other actors that play a key-role within the project’s intervention areas and sector, and participate to relevant -coordination meetings organized by international and local agencies as well as to coordination mechanisms with other Oxfam affiliates;
· Ensure delivery of information required regarding project’s achievement to different relevant Oxfam in country and Oxfam Italia HQ departments, including information for advocacy, communication and fund raising purposes;
· Contribute to strengthening Economic Justice and Right to be heard components of the country strategy cooperating closely with other colleagues. This includes also collaborating to the identification and development of new project proposals when needed.
QUALIFICATIONS AND BEHAVIOURAL COMPETENCIES
· At least 5 years working experience out of which 3 in relevant humanitarian programming and management positions;
· Advanced university degree in subjects relevant to the content of the project. Desirable: Complementary studies in Humanitarian action, IHRL and IHL;
· Experience in managing protection, conflict mitigation, advocacy/influencing and rural development projects;
· Strong understanding of protection principles and protection analysis.
· Experience in policy and advocacy work at local, national and international level and in representing an organisation at the level of partners, government agencies, private sector organisations, and donors at senior level;
· Previous experiences in fragile states/situations or conflict affected contexts. Working experience in the Middle East and specifically in the Occupied Palestinian Territory will constitute a strong criterion for selection;
· Financial, IT and HR management skills; Knowledge of main donors’ procedures substantiated by previous positions as project or program manager;
· Proactive aptitude in building and managing partnerships with different bodies and institutions;
· Excellent written and verbal communication skills to motivate, influence, and negotiate. Excellent communication skills in English. Good command of spoken and written Arabic and/or Italian is an asset;
· Proven analytical skills and the capacity to think strategically, including the ability to think beyond the country programme context and to act within a regional and global perspective;
· Substantiated team building, facilitation and negotiating skills. Targets oriented and problem solving aptitude. Diplomatic and confidentiality skills;
· An active commitment to promoting gender equity and the interests of marginalized people in all aspects of the organization’s work;
· Willing and able to travel frequently in the country.
