Overview:
SRD is a registed organization in USA, we are working in north and south of Syria, our scope is the emergency response, health, Protection, Shelter & NFI, development projects.
SRD Turkey Office is seeking to MEAL Officer to support this humanitarian programming.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The Monitoring and Evaluation Officer is responsible for the following:

· Compile consolidated annual plans for the SRD project.
· Develop and maintain an effective monitoring and evaluation system for the SRD project that responds to information needs of a diverse range of stakeholders at relevant levels; and produce periodic SRD reports
· Prepare monthly and quarterly programs progress updates.
· Development and maintain a monitoring system that effectively links project budgets to planned activities and, using the system, produce a monthly update for decision making
· Develop/adapt monitoring and reporting tools and frequency for the relevant levels and partner implementation monitoring.
· Support Grants Officer and Project Manager to prepare and monitor monthly cash flow
· Support Project Manager to review monthly budget monitors, determine corrective actions and monitor implementation of the corrective actions
· Coordinate review meetings when needed.
· Document program successes, lessons and best practices based on demonstrated evidence from project monitoring, evaluation and research.
· Coordinate project baselines, project performance target setting (based on baseline), midterm evaluations and end line evaluations
· Generally, support program development by proactively participating in development of new donor proposals, and specifically designing the M/E plans and indicator framework.
· Coordinate and facilitate sharing and dissemination of successes, lessons learnt and best practices both internally and externally.
· Carry out any other reasonable tasks as assigned by the Director of operations from time-to-time.
· Any other duty as assigned by supervisor.
QUALIFICATIONS
· A university degree in development, programming, public relations/communications or other relevant field, or a combination of experience and education working in this sector.
· Experience in programming Microsoft Excel and Access Databases. Experience in other programming software is desirable
· Minimum 3 years of significant experience analyzing data and producing reports
· At least 2 years relevant experience with international organizations in the monitoring and evaluation of, and reporting for complex projects.
· Past work with international donor funded programs preferred.
SKILLS:
· Experience carrying out M&E tasks, including survey work.
· Excellent command of excel and other database applications and ability to use software for database design
· Analytical and reporting skills.
· Ability to solve problems in the field with partners, local committees and beneficiaries.
· Good command of spoken and written English and Turkish. Arabic is desirable
· Computer/word processing and standard office software skills.
