Turkey: Turkish Programme Coordinator

General Description of the Programme

GOAL has been working in Syria since 2012, responding to the acute needs of conflict affected communities. GOAL is working in northern Syria delivering food, non-food, WASH, livelihoods and emergency programming with a strong focus on market based approaches. GOAL met the needs of more than 700,000 conflict affected Syrians in 2014 and has an estimated 2015 budget of more than $100 million.

In 2014 GOAL first began working in Turkey, responding to the needs of refugees displaced from Kobane. Subsequently, GOAL has worked to create a developing multi-donor programme with a particular focus on health care programming, but also incorporating livelihoods and emergency support components.

General Description of the Role

Reporting to the Assistant Country Director for Programmes, the Turkish Programme Coordinator (TBC) will assume responsibility for the development and delivery of GOAL’s programmes in Turkey, and liaising with external stakeholders. The role will focus on developing GOAL’s portfolio in Turkey, as well as programme and project management and responsibilities regarding resourcing, coordination and external representation. The TPC is a new role within GOAL; coming from a background in health, the ideal candidate will be an energetic and able individual, capable of supporting the design and realization of GOAL’s vision in Turkey.

Key Duties

Programme Management

• Lead participatory planning processes in conjunction with GOAL’s partners to develop projects and programmes which align to GOAL’s country strategy. Support partners with targeted technical input across several sectors but with a focus on the health care.

• Work with GOAL resources and partners to ensure that activity plans are regularly reviewed, in terms of actual outputs and financial spends are monitored through the use of budget monitoring tools. Ensure the programmes achieve their objectives within the allotted time and budget; communicate any project issues to the CD, and donor as appropriate, in good time.

• Pay routine monitoring visits to GOAL and partner project sites assessing the quality of implementation and flagging any issues while solidifying a close working arrangement with all partner agencies.

• Work closely with the partnership department in the management of external relations with partners; review and support the implementation of capacity development plans with all partners.

• Ensure the adherence of GOAL and partner programmes to Turkish government standards, particularly in relation to the provision of primary health care.

• Oversee the development and implementation of appropriate Monitoring, Evaluation and Learning (MEL), health information system and programme management tools and systems.

• Work with the Mainstreaming Department to ensure effective consideration and mainstreaming of Child Protection and Gender through all stages of programme design and implementation, working in close coordination with Technical Coordinators, Dublin-based Advisors and other agencies operational in GOAL’s area of intervention.

Strategy and Development

• Work with the Country Director, ACD-P and Grants Coordinator to develop a clear vision, objectives, strategic direction, and plan of activities for GOAL programmes in Turkey, based on the principles and policies of GOAL.

• Contribute to the development of a GOAL Turkey Country / Annual Strategic Plan.

• Working with the Grants team, oversee the development of donor proposals, reports and other donor facing comms products, delivered on time and to exceptional quality standards;

Representation and coordination

  • Represent GOAL as required with all Turkish stakeholders (both government and non-government, including the Ministry of Health), as well as donors as required.
  • Ensure GOAL is appropriately represented in all relevant external coordination mechanisms including the sector-specific technical working groups (health, FSL, protection, inter-agency).
  • Liaise with potential and current local partners ensuring close working relations and a tradition of open and effective communication are maintained.

Other

Work with Assistant Country Director Systems and the Logistics Coordinator to ensure appropriate logistics involvement at all stages of the programme cycle.

Carry out other duties as requested by the ACD-P.

Requirements

  • Health related third level qualification with at least 4 years’ post-graduation experience working in health programmes for the Ministry of Health, an NGO or equivalent experience with a relevant organisation.
  • Strong project management background with demonstrable capacity in programme planning, budgeting, implementation and review.

· Experienced and confident in representation with government and other organisations at various levels.

  • Excellent oral and written communication in both Turkish and English.
  • Demonstrable management and training skills with track record of building/developing cohesive teams.
  • Good team player, flexible and capable of working with a multi-national country team.
  • Willingness to be based in Hatay and travel to project locations occasionally requiring overnight stays.

· Enthusiastic and willing to work unsociable and/or long hours to meet the needs of the programme.

  • Good computer skills, including Word, Excel.

Desirable

  • Masters’ degree or above in health related discipline.
  • Spoken/written Arabic an advantage.
