Under the direct supervision of General Coordinator of Turkey/Syria and in close collaboration with the HQ Medical Advisor, the follow up of the programme will be done in link with the Emergency Desk Officer and the Associative Head of Mission (RM).

For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 40 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.

MdM's Turkey / Syria mission gradually grew around three main objectives:

-Provision of emergency primary health care services, basic reproductive health services, and mental health support to displaced and vulnerable population.

-Provision of emergency medical relief/support to doctors working inside Syria through partnership with Syrian NGO's.

-Provision of quality postoperative and rehabilitative care in Turkey and Syria. The first operational tent to provide basic care services for people of the camp was set up on the 24th of October 2012 in northern Idlib governorate.

As Medical Coordinator you guarantee that the medical activities implemented through the project are in line with MdM's strategy, policies and principles. You are responsible of every medical aspect of the programme including the quality of the inputs and the achievement of the outcomes.

Team management -Identify the needs of medical staff for the programme, draft their job profiles and validate their recruitment from a technical point of view, in collaboration with Field Coordinators -Manage the staff under your direct supervision (Deputy Medical Coordinator, and Pharmacist Supervisor) -Regularly appraise the technical skills and competencies of the medical staff members and identify needs for training for them -Set up regular meetings, briefings and debriefings with the medical team members

Program Management -Drive the medical and technical aspects in the development of MdM's strategy in collaboration with the General Coordinator -Ensure the consistency of the programme according to the needs of the populations, MdM's policies, international standards and available funds -Adapt the programme activities according to sudden changes of humanitarian context (outbreaks, new needs arising, opening of new programmes, influx of returnees, IDPs) -Monitor and analyse the medical data collected in collaboration with the HQ Medical Advisor -Supervise the medical stock management and support the Pharmacist Supervisor and the medical managers in preparing medical orders

Coordination -Take part to the different medical meetings especially the Health Cluster for Syria and Health Sector Meeting for Turkey and any relevant medical coordination mechanisms -Liaise with the legal or appointed medical authorities in Turkey for Syria

Technical link with the Emergency Department -Follow up medical issues and sharing of information with Medical Advisor -Write the medical part of the monthly report -Write the medical analysis in the donors activity reports and proposals

CONDITIONS OF EMPLOYMENT:

Status : Employee

Contract : Fixed-term contract

Duration : 6 to 12 months

Medical doctor diploma is preferable, Nurse or Midwife Minimum 3 years of experience on similar positions Experience in remote management and emergency response Experience in hard negotiations with local authorities, partners and staff in complex situations Capacity to work in an volatile security context and able to apply strict security rules Capacity to create links with the communities Ability to manage a team and work in an international team

Languages: English fluent, arabic is an asset
