Background

The Danish Refugee Council (DRC) is a humanitarian, non-governmental and non-profit organization, founded in 1956, that works in more than 30 countries around the world. DRC has been operating in Turkey since early 2013, working with by and large with non-camp Syrian refugees and affected host communities. DRC is committed to basic humanitarian principles; including impartiality and neutrality, and offers the highest standards of accountability to the people it serves.

The overall objective for DRC in Turkey is the protection and promotion of durable solutions to displacement affected populations on the basis of humanitarian principles and human rights with more immediate objectives focusing both on the immediate subsistence needs, protection and self-reliance support as well as a more long term focus on capacity building. In Turkey, DRC works in Turkey partially through partners, providing intensive capacity building support. DRC is supporting partners to work with the Syrian non-camp population in specific provinces of south/southeaster Turkey.
DRC Turkey is looking for a Grants Manager for the operations in southeaster/southern Turkey, with the following qualifications and whose responsibilities are outlined below:

Duties and Responsibilities

External relations

  • Liaise with donor representatives involved in information management (specifically UNHCR, BPRM, ECHO, DFID);
  • Participate in donor meetings;
  • Assist the Country Director in providing briefings to external (and DRC regional and HQ) persons requesting information on the DRC Turkey program.

Monitoring, Evaluation, Accountability & Learning

  • Manage a team of monitoring staff at Country Office level and provide technical supervision for field based monitoring staff;
  • Lead the development of monitoring and evaluation frameworks for all projects, and together with Project Managers design appropriate project monitoring and evaluation methodologies and tools;
  • Put in place mechanisms for collecting data to monitor the progress of defined indicators;
  • Provide feedback to Project Managers and Head of Programmes on monitoring data collected to guide programmatic decision making;
  • Support the documentation of lessons learned and facilitate sharing across DRC Turkey;
  • Coordinate with the MENA regional office and DRC HQ to ensure M&E activities are aligned with regional and global initiatives;
  • Oversee and support external consultants undertaking programme reviews and evaluations in coordination with programme staff;
  • Participate in the drafting/editing of assessment and monitoring reports;
  • Ensure a high quality and harmonised approach to accountability and beneficiary participation in all DRC Turkey projects and locations, in line with HAP standards.
  • Provide capacity building support to DRC and partner staff in M&E, reporting and accountability

Information Management and Communication

  • Establish and maintain internal project reporting system for DRC and partners;
  • Support the Communication Officer in the production and design of DRC Turkey’s communication and visibility tools, monitoring for Turkey related articles, editing DRC Turkey-specific articles, drafting case studies and web content, and providing input into regional or HQ communications materials;
  • Support the drafting and editing of strategic documents.

Grant Management

  • Guarantee DRC compliance with donor and DRC reporting guidelines.
  • With support from programme staff ensure high-quality, well-written and timely reports meeting donor requirements are submitted according to the internal quality assurance procedures.
  • Act as focal point for the DRC Grant Management System (GMS).

Program Development

  • Draft/coordinate/edit concept notes, proposals and project amendments, ensuring the incorporation of lessons learned from previous projects.
  • Support DRC needs assessments in coordination with program staff and Country Director.
  • Work with the Head of Programmes to design logical frameworks setting realistic and measureable targets for new projects.

Other

  • Directly supervise the responsibilities of the Monitoring Officers, Database Officer and Communications Officer;
  • Participate in Country Management Team meetings;
  • Any other duties as agreed with the DRC Country Director.

Qualifications

  • Bachelor’s degree in international relations, communications, journalism, or other relevant field, masters preferred.
  • 3 to 5 years of INGO field experience in a similar position: grants management, proposal development (program narratives and budgets) and donor reporting.
  • Knowledge US (USAID/BPRM), ECHO, DFID and UN (UNHCR/UNICEF/WFP) donor regulations, procedures and requirements.
  • Proven experience to develop successfully-funded proposals to public and private-sector donors.
  • Excellent written and spoken English is essential; with working knowledge of Turkish and/or Arabic are advantages.
  • Ability to work with tight deadlines for proposal development/ reports, etc.
  • Excellent organizational skills, ability to determine priorities and attention to detail are musts.
  • Willingness to travel to project locations as needed.
  • High-level of knowledge and practice with Word, Excel, Outlook, etc. required.

  • Strong initiative and self-motivated, with a strong commitment to teamwork and humanitarian principles.
  • Flexible, enthusiastic and willingness to learn from others.
  • Ability to multi-task and cope with competing demands under tight deadlines.
  • Identify priority activities and assignments, adjust priorities as required.
  • Ability to establish and maintain good working relationships in a multi-ethnic, multi-cultural and multi-disciplinary environment.

Conditions
Availability: ASAP
Duty station:*Antakya, Turkey with frequent domestic traveling to the different fields of operation.
*Contract:
6 months initially, renewable based on funding and performance.
Position is a non-family duty station and accommodations will be in a shared DRC guesthouse.
