ROLE PURPOSE:

Cash assistance technical manager, in close coordination with Formal and Non-Formal Education Managers, will support the implementation on SCI’s e-voucher programmes by providing technical support that is relevant to the Turkey context.

The post holder will oversee the procurement, set-up and monitoring of SCI’s e-voucher programme and provide technical support to the managers.

KEY AREAS OF ACCOUNTABILITY:

  • Assist in the development of strategies, methodologies for SCI’s e-voucher programme.

  • Prepare the procurement request for an e-voucher provider, support preparation of tender documents in consultation with the FSL TA, Procurement Manager, and Finance Manager/Director and project managers.

  • Implement the establishment of sound monitoring processes for the e-voucher programme in close coordination and consultation with MEAL team, FSL TA and project managers.

  • Lead the market monitoring and price analysis processes in close coordination with Outreach Officer and outreach workers.

  • Oversee all aspects of the e-voucher procurement process, report progress and delays to the project managers.

  • Support feasibility and risk assessments for the e-voucher programme.

  • Lead vendor selection process by conducting field visits to the programme sites.

  • Set up beneficiary selection and vulnerable scoring system in close coordination and consultation with relevant project managers.

  • Guide and support the Outreach Officer and outreach workers during the beneficiary selection process.

  • Coordinate e-card loading process with the finance, set up a system for making payments to the vendors, ensure relevant documentation to make payments are in place. Troubleshoot any issues in relation to payments in close coordination with the Finance Department.

  • File relevant documentation, including beneficiary list, payment requests, price analysis and market assessments and post-distribution monitoring.

  • Represent SCI with relevant stakeholders and in working groups.

  • Actively feed in information to the CBI-Working Group on SCI’s implementation, inform project managers and DIP on policy level changes with their impact on SCI’s implementation at the local level.

General

  • Be flexible to adapt to changes and, in agreement with line manager, perform other duties within reason.

  • Undertake any other duty as requested by the direct supervisor or in support of Save the Children’s education programming in Turkey.

  • Comply with Save the Children policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES:

Essential

  • Degree in economics or relevant field.

  • Completed CalP 1 training.

  • Have a solid understanding of the cash-based programming in Turkey, the ESSN model and the actors involved in cash/e-voucher programming.

  • Advanced computer skills, in particular in Excel.

  • Advanced Turkish and English skills.

  • Solid understanding of the basic needs of Syrian families.

  • Familiarity with the work of the CBI Working Group and policy changes around cash – based intervention in Turkey.

  • Ability to work under pressure and meet tight deadlines.

  • Excellent team player

  • Ability to quickly form relationship with communities and government authorities.

Desirable

  • Completion of CaLP 2 training.

  • Experience in working with NGOs.

Good knowledge of SC’s policies and procedures.
