Purpose of the Position
Under the general guidance of the supervisor, the Social Policy Officer is accountable for providing technical support for the social policy programme from strategic planning, programme development to programme implementation and delivering results with a specific attention on child labour. This encompasses both direct programme work with government, civil society and private sector partners as well as linkages and support to teams working on education and child protection.
Key Accountabilities and Duties & Tasks
Researching, monitoring and addressing the situation of the most vulnerable children with a special focus on child labour
Analyzes the macroeconomic context and its impact on social development and social policy concerns, as well as implications for children, and proposes and promotes appropriate responsesSupports improved monitoring and research around child labour, and use of data and research findings for programme development and advocacy and strengthening programme results on child labourEngages with relevant national and local level actors to i) monitor the impact of economic policies, ii) revise social protection policies and systems adequately responding to vulnerable groups, iii) address the barriers and bottlenecks preventing specific groups (child workers, children affected by seasonal agriculture, children living in poverty and Syrian children affected by the protracted humanitarian situation) to access social services and be adequately protected.Advocacy and partnerships on child labour
Establishes effective partnerships with the Government, NGOs, civil society and local leaders, the private sector, and other UN agencies with a specific focus on child labourSupports partnership development, programme development and implementation with private sector, from big scale companies to SMEs and employer's organizations organs and members, to advocate for the adoption of Child Rights and Business Principles to ensure child labour free supply chains and child-friendly business processes.Identifies other critical partners, promotes awareness and builds capacity of partners on child labour.Addressing social protection coverage and impact for children
Supports the implementation of social protection programmes with attention to increasing coverage of and impact on children, with special focus on child workers, to access social services and be adequately protected.Provides technical support to partners to improve linkages with other social protection interventions such as health insurance, public works and social care services as well as complementary services and intervention related to education and child protection to eliminate child labour.Sustainable and child responsive decentralization
Collaborates with the local authorities to support their capacity on quality data collection, analysis for policy development, planning, implementation, coordination, monitoring of essential social services targeting child workersStrengthens coordination between sectors at the local level for policy implementation addressing child labour.UNICEF Programme Management
Supports and contributes to effective and efficient planning, management, coordination, monitoring and evaluation of the social policy programmeManages and coordinates technical support around child labour ensuring it is well planned, monitored, and implemented in a timely fashion so as to adequately support scale-up and deliveryManages Programme Cooperation Agreements with NGO partnersSupports the development of proposals and budgets for donors as required. Contributes to the donor reports in coordination with other programme sectionsQualifications of Successful Candidate
A university degree in Economics, Public/Social Policy, Social Sciences, International Relations, Political Science, or other relevant disciplines is required.Minimum of two years of relevant professional work experience is required.Field work experiencePrior work experience in emergency duty station is an assetFluency in English and TurkishCompetencies of Successful Candidate
