Purpose of the Position
Under the general guidance ofthe Programme Specialist (Cash Transfer), the Social Policy Officer is accountable for providing technical support and assistance for Conditional Cash Transfer for Education Programme (CCTE) targeting Syrians under temporary protection and other refugees in Turkey from strategic planning and formulation to delivery of concrete and sustainable results. This encompasses managing and implementing the CCTE programme in strong collaboration with government counterparts and other partners at the national level as well as making linkages with CCTE and support to teams working on education and child protection.
Key Accountabilities and Duties & Tasks
Programme Management
Analyzes the political and socio-economic context and its impact on social policy and protection concerns, as well as implications for children, and on Conditional Cash Transfer for Education Programme (CCTE) and proposes appropriate responsesSupports overall management of CCTE programme including design and planning, coordination, monitoring and evaluationSupports operational management of the CCTE programme and ensure that adequate operational measures are regularly adjusted including risk management and mitigation measures, liquidation process and financial reportingSupports the development of proposals and budgets for donors as required. Contributes to the donor reports in coordination with other programme sectionsProgramme Implementation and Coordination
Supports the implementation of CCTE programme to increase coverage of and impact on Syrian and other refugee children affected by the protracted humanitarian situation, with special focus on the most vulnerable such as working children, children with disabilities, girls, and children living in povertySupports establishment of effective partnerships with the Government, bilateral and multilateral donors, and other UN agencies to support the implementation of the CCTE programmeLiaise and coordinate with implementing partners to ensure that progress is made in the achievement of programme objectivesProvides technical support to government and other national programme partners to ensure smooth implementation of the CCTE programmeSupports the coordination of the programme across UNICEF sections, prepares documentation for common understanding of the process, milestones, workplan and progress made within the CCTE programmeServe as the secretary of the UNICEF CCTE Programme Task ForceAdvocacy
Supports sensitization of the national level partners to ensure broader Emergency Social Safety Net programme is child sensitive and responsive and ensures linkages with CCTE programmeRepresent UNICEF in meeting, conferences, seminars, workshops, and other fora and engage in coordination groups and liaise with other relevant actors, programme partners to identify, streamline and build programme synergies and/or opportunities to implement common programme activitiesProvides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etcPrepares documentation on the CCTE programme, as required, for external audiencePolicy Dialogue
Supports strengthening the linkages between the national social protection system and Conditional Cash Transfer for Education Programme (CCTE) -targeting Syrians under temporary protection and other refugees in Turkey- to contribute to the Turkish social protection system as well as other social protection programmes in humanitarian settings in the worldIdentify and build relationships, and sustain networks, with key professionals and academicians engaged in the field of social protection to inform the programmeSupports knowledge generation efforts around the CCTE programme in collaboration with other programme sections in the officeSupports the social policy dialogue with the Government for the development of social policies and protection policies and programmes contributing to the progressive realization of children's rights, ensures that the services reach out in innovative, effective ways to those most vulnerable pockets and groups of children and families and strengthen resilience of both social protection systems as well as the vulnerable groups, with a specific focus on Syrians under temporary protection and other refugees in TurkeyPerforms other duties as requiredQualifications of Successful Candidate
A university degree in Economics, Public Policy, Social Sciences, International Relations, Political Science, or other relevant disciplines is requiredMinimum of one year of relevant professional work experience is required.Experience in social assistance programmesExperience working with refugeesBackground/familiarity with Emergency.Fluencyin English and Turkish.
