BACKGROUND

JOB SUMMARY

The Monitoring & Evaluation Coordinator is a key position at IMC Turkey program responsible for cross-cutting programmatic information management, monitoring and evaluation, and ensuring that information collected is reflected upon, used to improve ongoing programs, and is incorporated into consistently high quality reports. The individual holding this position will be responsible for developing (in coordination with program staff), coordinating, maintaining and constantly improving M&E systems to collect information and analyze trends related to emergency response activities and donor requirements, using mobile technology and other technological solutions when feasible.

This position entails regular and ongoing staff capacity building in M&E best practices. In addition, the M&E Coordinate will coordinate with the Regional M&E Coordinator on harmonizing regional approaches to data management and evidence building for IMC’s response to Syrian refugees and displaced populations.

ESSENTIAL DUTIES AND RESPONSIBILITIES

M&E system development

· Collaborate closely with Program staff and M&E staff in developing and establishing M&E systems that serve the needs of the overall Turkey program, including developing guidelines or standard operating procedures for key M&E activities.

· Address shortfalls in monitoring, evaluation and information management that affect program implementation;

· Contribute to program design to ensure adherence to IMC’s standards, including the use of standardized indicators and documentation methodologies;

· Support programs in developing their indicator plans and indicator tracking sheets and follow-up with program staff on regular basis;

· Support the development of M&E tools, survey design, methodology, data analysis, and other services as may be required for program monitoring and evaluation;

· Consistently improve data quality across programs and sectors. Perform data analysis and reporting on primary and secondary data;

· Support in designing data collection tools based on indicator plan and nature of activities;

· Support MEAL department in developing DHIS2 databases for all programs;

· Coordinate with field M&E team for the proper implementation of DHIS2 database across all the sites;

Capacity Building:

· Identifying and collate M&E capacity building needs across programme staff; develop an area level training calendar;

· Build the capacity of all relevant team members to develop and maintain an excellent M&E system, including the periodic reflection and analysis of program monitoring data;

· Develop work plans to mentor and coach staff to build their capacity;

· Implement and train on program monitoring tools (e.g. PMP, IPTT);

· Train technical focal points on the use and interpretation of data;

· Test and implement flexible reporting structures and data collection mechanisms;

· Introduce digital data collection methodologies and tools and build the capacity of M&E and program staff;

· Train M&E staff on qualitative and quantitative data collection and analysis;

· Assist the MEAL Manager in training project staff and partners in M&E tools and reporting.

Program Monitoring:

· Design, implement, improve and maintain workable and comprehensive M&E tools for the monitoring of core IMC program activities within the program;

· Establish and maintain feedback mechanisms of program results for decision making;

· Adapt tools supported by International Medical Corps to ensure accountability measures and reporting are integrated in programming;

· Integrate mobile technology and other technological solutions where feasible;

· On a regular basis, conduct visits to partners' activities sites and offices, as appropriate, as a means of verification of a proper monitoring mechanism of program's progress. Document observations/results of such visits for learning and measuring of implementation process and progress;

· Monitor results against key performance indicators to report and monitor progress of projects;

· Continuously monitor quality of data collection in the field, the flow of data from field to for entry into the program database.

Assessment and Survey:

· In coordination with program staff, ensure that the required baseline and end line surveys are implemented in timely manner;

· Contribute in the development of sample logframes, survey questionnaires and methodologies of collecting data;

· Contribute in the mid-term and final evaluations of programs;

· Coordinate and lead rapid assessments with prompt analysis and dissemination among stakeholders;

· Lead program personnel in the design, implementation and drafting results of household and KAP surveys;

· Support the establishment of assessment-related database and facilitate data analysis and preparation of related information products;

· Design, implement, and draft reports for client satisfaction surveys.

· Facilitate coordinated multi-sectoral assessments in crisis-affected contexts (acute and chronic) and, where required, support development of follow-on monitoring and evaluation mechanisms.

Quality Control:

· Support the Regional M&E advisor in conducting quality assurance activities for key program interventions (water, sanitation and hygiene, mental health and psychosocial services, and primary health care);

· Recognize opportunities for innovative action and create an environment where alternative viewpoints are welcomed;

· Help ensure quality control, appropriate monitoring of data collection and ongoing surveillance of developing humanitarian needs, response activities and gaps;

Other:

· Represent IMC in M&E coordination forums especially related to joint/common reporting systems;

· Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps;

· Create and sustain a work environment of mutual respect where team members strive to achieve excellence;

· Represent the organization in the M&E and Assessment Working Groups promoting a positive image;

· Perform other duties and responsibilities as required.

QUALIFICATIONS

· Masters level or higher degree in social science, statistics, international development; experience or background in epidemiology, public health, health information management, biostatistics or a related discipline is preferred;

· At least five years of applied experience with a humanitarian organization designing, implementing and overseeing monitoring and evaluation tasks;

· Demonstrated experience managing teams and building staff capacity within complex programming;

· Demonstrated experience designing logical frameworks and results based frameworks and associated performance monitoring and evaluation plans;

· Experience with M&E approaches for key donors such as USAID, OFDA, ECHO, DfID and BPRM

· Extensive experience in quantitative and qualitative data collection including survey design, implementation and analysis; experience with various survey and rapid assessment approaches;

· Experience in database design particularly DHIS2 and other tools for information management;

· Experience with mobile data collection tools including CommCare, ODK collect, Kobo Collect and Ona.

· Competent in MS Excel, word processing, Power Point and experience using statistical software EPI-Info, SPSS and STATA are a plus;

· Fluency in written and spoken English is essential. Arabic is preferred.
