Job Purpose:
Support Concern’s monitoring and evaluation team through report writing, analysis and capacity building. To enhance programme quality by contributing to the development of MEAL reports, proposals, internal reports and briefing documents to the highest standards and to ensure that Concern’s work is well documented and communicated internally and externally. In collaboration with the country team increase visibility and accountability through the development and implementation of initiatives related to communications and information sharing, beneficiary participation and complaints handling. To support the MEAL and Programmes staff in developing staff capacity and competence through the assistance in the preparation and roll out of trainings.
The role will assist in the implementation of monitoring and evaluation systems for each programme, including appropriate use of tools, proper reflection of the results and impact of the programme in the reports to donors and HQ.
Main Duties & Responsibilities:
Reporting and Communications:
Assist programme teams and partners in the production of high quality reports to in line and compatible with the donor formats as needed
Prepare and update as required, reporting schedules in coordination with PD and Programme Coordinators, to ensure that reporting requirements are met in a timely manner.
Work with the programme staff to produce good quality “in-house” case studies that demonstrate best practice in areas of Concern’s work and also address problems/constraints and critical issues. Ensure that the learning from these case studies is brought to bear in programme reviews, programming and strategic planning
In consultation with the CD and Concern’s communications departments in Dublin/NY/London draft briefings and updates for newspapers, UN bulletins and websites, to showcase Concern’s work
Support the development of processes and initiatives that contribute to a learning culture within Concern that ensures our work is informed by experience, lessons learned and best practice,
Assist the Programme and Systems Staff to conduct/organise appropriate trainings for staff.
Monitoring, Evaluation and Information Management:
Conduct data cleaning, organization and analysis of monitoring and evaluation data, establishing a system for data organization and report organization
Analyse, discuss and produce high quality reports in a timely manner on M&E findings and provide relevant, evidence based and practical recommendations for Turkey & Syria programs
Provide technical support on M&E and evidence-based recommendations to the relevant Programme Managers as appropriate
Conduct practical training for M&E staff on survey design, data collection, data cleaning and data analysis best practices to improve data quality.
General:
Support emergency responses when required including assessments, planning and reporting
Represent Concern at relevant coordination meetings at local and national level as required
Contribute to all aspects of the Programme e.g. integrating equality, protection, and disaster risk reduction into all programmes
Collaborate on advocacy work through provision of sound, reliable and evidence-based information based on thorough research
Provide all necessary documentation support to the Senior Management Team (SMT) including visibility material and programme brochures which promote Concern’s work
Contribute to development, review, and revisions of institutional and country programme strategies and policies, and assist SMT with research related to relevant UN and government strategy plans and progress reports, as requested and agreed
Take minutes at internal meetings
Any other tasks mutually agreed with the Programmes Director and /or the CD
Fully comply with the Programme Participant Protection policy at all times.
PERSON SPECIFICATION
ESSENTIAL
Education, Qualifications & Experience Required:
Relevant Masters Level Degree in Humanitarian Assistance, Development Management or other relevant discipline
Previous experience overseas with an international NGO
Special Skills, Aptitude or Personality Requirements
Excellent English writing and communication skills with substantial previous experience of research, documentation and/or report writing
SPSS, STATA, R data analysis tools, or at least proven knowledge of statistics and a measurable familiarity with data analysis in practice on another software
Good knowledge of Programme Cycle Management
Understanding or knowledge of quality and accountability initiatives and standards
Ability to manage multiple job tasks
Ability to work on own initiative and as part of a multi-cultural and multi-disciplinary team
Ability to organise and prioritise workload, using initiative when appropriate
Ability to cope with stress, work under pressure often to strict deadlines
Self-motivated, progressive and proactive
DESIRABLE
Education, Qualifications & Experience Required
Knowledge of Arabic or Turkish
Experience of MIS /GIS
Any Other Special Requirements
Good knowledge and competence of computer applications such as Microsoft Office
Good team player, flexible and capable of working with a multinational country team,
politically and culturally sensitive.
