CARE International in Turkey is pleased to announce for the position of Monitoring & Information Officer.
Job Summary:
CARE in Turkey, in association with partner organizations, is providing humanitarian aid to alleviate the crisis in Syria. Due to access and security issues, CARE is working with partners to deliver aid in northern Syria. CARE is implementing multiple grants through partnerships, and is committed to expanding the partnership base for future programming, as well as initiating direct implementation.
The Monitoring & Information Officer is responsible for supporting the information, knowledge management and reporting requirements of selected projects in the cross-border program. This includes ensuring outputs, outcomes and learning of assigned projects are captured, documented and shared with the cross border program management team, CARE International and external agencies as relevant.
Reporting directly to the Project or Program Manager, and with support from the Monitoring, Evaluation, Accountability & Learning (MEAL) Coordinator for cross-border operations, s/he will be making sure that project-specific monitoring & evaluation plans and systems as well as accountability mechanisms are implemented according to plan and that relevant information is collected, stored and analyze in a timely fashion. S/he will also liaise with implementing partners to ensure reporting and information requirements are met and support the Program Quality unit in providing relevant and timely information on project activities, achievements and challenges. In addition, the post-holder will be responsible for keeping project files up to date, in close collaboration with the Grants Officer.
The post holder will also directly support the CARE Turkey country office with specific documentation, assessment and program design responsibilities as and when they arise.
Responsibilities and Tasks:

Manage project M&E systems and reporting
· Collect, review and finalize program narrative reports and supporting documentation (beneficiary lists, attendance sheets, etc.) from partners
· Regularly update project databases (on beneficiaries, activities etc.) and validate with partner reports
· Support in organizing periodic reviews, reflection & learning events and discussions with implementing partners in consultation with the PQ unit
· Collate, organize, store, analyze and present information collected through accountability mechanisms (in particular feedback & complaints)
· Occasionally assist in the development of monitoring, accountability and reporting tools and templates for implementing partners
Job Responsibility #2 %30**
Information, Knowledge Management and Reporting
· Assist the process of submission of donor narrative reports
· Prepare information for internal and external reporting (sitreps, 3W and 4W submissions, etc.)
· Develop and facilitate the development of project material (brochures, pamphlets, briefing papers, etc.) for communications purposes with external technical expertise as required
· Conduct periodic analysis of M&E data and present knowledge products such as publications, case studies, photo essays and stories which can demonstrate the impact of the project
· Regularly update Project Factsheets, Program overviews and other program-related information products
· Keep project files up to date in accordance with CARE’s standard policies and procedures

Accountability to affected populations
· Working closely with implementing partners, and with support from the MEAL Coordinator, make sure that feedback from affected populations is captured, analysed and used to inform programming (decisions)
· Summarize key findings from feedback and report on these to the Project/Program Manager
Education/Training
Required
· High School Diploma
Desired
· Bachelor’s Degree in Social Science, Development Studies or relevant technical field
Experience
Required
· Two years of relevant work experience of which at least one in a not-for-profit humanitarian organization.
· Experience in information, knowledge management and M&E functions.
· Knowledge of the Syrian context.
· Demonstrated ability to work in partnership with other organizations.
Technical Skills
